West Richland Council Debates Procurement Policy Updates, Passes Small Works Roster Resolution

The plan includes approximately $13 million in planned upgrades and replacements at the wastewater treatment plant, alongside a future convenience fee model for credit card payments by January 2028. The resolution sets monthly sewer rates from 2027 to 2032, with annual increases ranging from $1 to $2.50. For example, the rate in 2027 will be $58.95, a $2.50 increase from the current rate. The utility committee reviewed these increases on June 8th, and staff recommended adoption.
West Richland City Council Approves Updated Financial Management Policies, Increases Asset Thresholds
The council unanimously approved Resolution 3926, which adopts updated financial management policies, specifically modifying the capital asset threshold and the small and attractive asset threshold. The capital asset threshold for tracking long-term assets was increased from $5,000 to $10,000, aligning with federal guidelines and reducing administrative workload. The threshold for small and attractive assets (like electronics) was increased from $499 to $1,000. Additionally, all firearms will now be considered attractive assets regardless of cost, and a provision requiring staff to formally submit for the GFOA distinguished budget award was removed to redirect staff time to core financial operations.
