District Point LLC Affordable Housing Project Approved at 1501 Belvedere Road
The City Commission approved a resolution to approve the agreement and restrictive covenant for affordable housing between the City of West Palm Beach and District Point LLC for a 280-unit residential rental project at 1501 Belvedere Road, to be known as District Point. The project includes 209 market-rate units and 71 (25%) affordable/workforce housing units. These affordable units will serve households between 80% and 120% of the Area Median Income (AMI), with specific breakdowns for 80% AMI (18 units), 81-100% AMI (32 units), and 101-120% AMI (21 units). The affordability period is a minimum of 30 years. This agreement builds on a previous special site plan approval granted in December 2025, which included zoning variances and bonus density under the city's affordable housing overlay program. The developer is exceeding the required number of workforce housing units by eight, providing a total of 71 restricted units.
Parking Waiver Approved for 318-Unit Multifamily Development at 5710 North Haverhill Road, District Point
The City Commission approved Resolution 136-26, authorizing a special site plan review and a parking waiver for the proposed 318-unit multifamily residential development at 5710 North Haverhill Road, to be known as District Point. The project will include 44 affordable units serving households between 80% and 120% of the Area Median Income (AMI). The developer requested a parking waiver, proposing 478 spaces, which is 139 fewer than required by code, but 42 spaces above the recommended minimum based on ITE data and local studies. This reduction is supported by Transportation Demand Management (TDM) measures, including a new bus shelter, indoor bicycle storage, mixed-use paths, and unbundling parking from leases to promote efficient use. The project also includes incentives for workforce housing residents, such as waiving application fees and providing priority access. The city's staff and the applicant's engineers presented data validating the reduced parking need due to these measures and the unit mix. The resolution included conditions related to parking management and TDM measures.
City Commits $640,000 to Support Roseland Gardens Phase 2 Affordable Housing Project
The City Commission approved Resolution 166-26, committing $640,000 to support the Roseland Gardens Phase 2 project's application for low-income housing tax credits. This project, co-developed by the West Palm Beach Housing Authority and Smith and Henzie Affordable Group, will redevelop the former South Ridge Public Housing Development at 3765 Georgia Avenue into 100 affordable rental units for families. This phase follows the ongoing construction of Roseland Gardens Phase 1, which provides 148 affordable units. The $640,000 contribution from the city will leverage other funding sources for the tax credit application due August 12, 2026. The department received two proposals for its Notice of Funding Opportunity (NOFO) and selected Roseland Gardens Phase 2 based on criteria including experience, project quality, financial viability, and leveraging of resources. The contribution will be funded by a split of HOME funding from three fiscal years.
Cox Science Center Expansion Includes Reconfiguration of Drear Trail North for Improved Traffic Flow and Parking
The City Commission approved a resolution authorizing the Cox Science Center and Aquarium to reconfigure Drear Trail North and Drear Park as part of their expansion project. This involves modifying the entrance from Southern Boulevard to Drear Park to improve traffic efficiency and create additional parking spaces. The reconfiguration will eliminate two existing traffic circles and a partial traffic circle, creating a straighter path into the park. The Cox Science Center will cover all costs associated with the project under a license agreement. The Parks and Recreation Advisory Committee unanimously recommended approval. The engineering department and the city's Parks Department have reviewed and approved the plans. While road closures might be necessary, the Cox Science Center does not foresee complete road closures, aiming to maintain access to the center throughout the construction, which involves relocating trees and increasing green space. The project requires a permit process for actual road construction.
City Commission Approves $5.2 Million in Federal Entitlement Grants for FY 2026-2027
The City Commission approved the acceptance of federal entitlement grants totaling $5,223,401.94 for the fiscal year 2026-2027. This includes $947,465 from the Community Development Block Grant (CDBG) program, $487,000 from the Home Investment Partnership Program (Home), and $3,780,000 from the Housing Assistance Program for Workers with AIDS (HAPWA). The approved Annual Action Plan outlines the proposed projects and activities for these funds, including public services, public facilities, infrastructure improvements, and affordable housing development. The plan was developed with community engagement, including public hearings and a comment period, and will be submitted to the U.S. Department of Housing and Urban Development (HUD) for approval. The commission authorized the mayor to execute all necessary documents for the receipt and use of these funds.
