The study, estimated to cost $5,000 plus $500 in expenses, aims to improve efficiency and effectiveness by providing an objective evaluation and recommendations based on best practices. The assessment is expected to be completed within 30-60 days.
Township Advances Non-Solicitation Ordinance and Approves Tax Assessment Settlements
The board discussed the non-solicitation ordinance, with legal counsel advising against a sunset clause due to potential unconstitutionality, recommending the 10 a.m. to 9 p.m. window as legally sound. The ordinance will include a 'do not solicit' registry and exemptions for protected speech like political campaigning. The board agreed to have the ordinance prepared in final format for advertisement next month. The board also authorized the execution of settlement agreements for three tax assessment appeals: 2570 Boulevard of the Generals (assessed value reduction), 438 Egypt Road (assessed value increase), and 44 Egypt Road (assessed value increase).
Township Pursues Grants for Infrastructure and Public Safety Initiatives
The township is pursuing several grants. The LSA grant for EV charging stations at the golf course is outstanding. A congressionally directed spending request for $3.2 million for the White Hall Road pump station has been submitted to Senator Fetterman's office. The township did not receive the violence and delinquency prevention program grant for $250,000. However, a COPS grant for approximately $100,000 over two years has opened up, and staff is working on an application for it. Additionally, $298,354 was received from an LSA grant for a dump truck and leaf collection machine.
Township Reviews Multiple Residential and Commercial Development Projects
Several development projects are in various stages of review. The former TLC site owners are in negotiations for another property before meeting with the township. Lupin studios townhouses have a second zoning hearing scheduled. 1012 North Trooper Road is awaiting a PennDOT HOP permit. Potts Avenue and West Main Street project has had staff feedback incorporated, with a formal submission expected soon, and the concept is supported by the Planning Commission. 2441 Blue Road (Port Indian townhomes) is addressing staff comments regarding turning radiuses, secondary access, and stormwater. The phase development of sports skills at Westover is delayed due to legal issues. 1871 West Main Street received its construction permit and is expected to proceed.
