Transit Development Plan Presented, Council Discusses Service Expansion and Funding

The city council received a presentation on the Transit Development Plan (TDP) for the Hatch's Berai Transit Service, prepared by Nelson Nygard. The plan includes 16 recommendations across service, capital, operations, and administrative/policy categories, aiming to improve transit service within a five-year horizon. Key recommendations include piloting extended Saturday service and new Sunday service, exploring app-based ride booking, coordinating with regional peers on zero-emission transitions, and updating marketing materials. The financial model suggests existing funding can cover current service and pilot programs, but additional revenue would be needed for permanent service expansions. Council members raised concerns about cost-effectiveness, survey sample sizes, staffing challenges, and the allocation of LTF and STA funding. Discussions also touched upon the potential for subcontracting services to private providers like Uber/Lyft, the need for wheelchair-accessible vehicles, and the low fairbox recovery ratio.

City Council Awards Measure S Paving Project to Griffith Company

The city council awarded a Measure S grant project for repaving and reconstruction of several streets. The project, including repaving of A, B, C, D, E Streets, Holly, Carol, and a rebuild of Ted Willis Springs Road, received six bids, with Griffith Company submitting the lowest responsive bid. The total bid amount is $1,472,735. The council also authorized the city manager to approve necessary change orders up to the project budget amount. Discussions clarified that downtown streets will undergo grinding and overlay, while Ted Willis Springs Road will have a full-depth reclamation, with expected lifespans of over 10 years for the overlay and 30 years for the full reconstruction. The project is part of a multi-year effort to repave city streets, funded by Measure S.
