City Council Approves Easement Vacation and Platting for South Village Development
The City Council approved an ordinance vacating a 10-foot-wide drainage and utility easement on lots one and two, block one, of South Village, and preliminarily and finally approved the plats for South Village, Plat 2, located at 2229-2245 Roosevelt Road. The vacation of the existing easement and its replacement with a new easement in a different location are necessary to reconfigure the private properties for separate building ownership. Both parts of the agenda item passed unanimously with 7-0 votes.
City Council Modifies EDA Resolution to Boost Housing Development
The City Council passed a resolution modifying the enabling resolution of the Economic Development Authority (EDA) to address barriers in assisting housing developments, particularly affordable and workforce housing. Previously, the EDA and the St. Cloud HRA had limitations in utilizing housing tax increment financing (TIF). This modification allows the EDA to fully utilize its powers as a TIF and HRA authority for housing developments, closing a gap that existed for 15 years. The action passed unanimously with a 7-0 vote.

The City Council approved a resolution authorizing the mayor and city clerk to execute a joint powers agreement for a wastewater monitoring program. This agreement, which involves a stipend to cover staff time for sample collection and submission, is funded by MDH. The resolution passed with a 7-0 vote.
