City Approves Contracts for Wellhouse 3 Water Treatment Plant Upgrades
The City Council approved bids and awarded contracts for the Wellhouse 3 drinking water treatment plant project. This project involves constructing a new 6,000 square foot building with media filtration and chemical addition systems, as well as upgrades to the existing wellhouse and a new well. The total bid award for construction and procurement is approximately $11.1 million, which is under the engineer's estimate. An amendment to the engineering agreement for AE2S was also approved, covering construction services, instrumentation, controls, and communications/marketing for a new public-facing website to provide project updates. Funding is partially secured through grants, but additional funding will be needed for future growth-based projects like Well 12.
Campaign Finance Reports Temporarily Removed from City Website Due to Legislative Changes
During the City Council meeting, a discussion arose regarding campaign finance reports being temporarily removed from the city website due to recent legislative changes. Staff explained that these reports are being reviewed to redact required information that is no longer permissible to publish, such as personal addresses. Wright County has also removed their reports, and the city has six months to comply with the new regulations. The council was informed that this change is due to legislative action, not a lawsuit.
Fire Station Nears Completion, Public Safety Updates Provided
The City Council discussed the progress of the fire station project and related public safety matters. The fire station's parking lot and landscaping are complete, and the building is nearing completion with furniture installation ongoing. The first public safety meeting at the new station is scheduled for June. The new fire trucks are expected to be delivered in July after an inspection. The city is also moving forward with hiring a Fire Marshal and has narrowed down candidates for Captain positions. Separately, the Police Department reported on increased vehicle break-ins during warmer weather and reminded residents to lock their vehicles. They also discussed the use of 'scene lights' on squad cars and increased water patrol presence on local lakes.
Council Debates Outdoor Storage Expansion at Blue Dot Warehouse Site
The City Council considered a preliminary plat and interim use permit for an expansion of outdoor storage at the Blue Dot warehouse site located at 6400 Queens Avenue. The applicant, Endeavor Investments, requested to enlarge Lot 1 by approximately 18 acres and allow 10 acres of outdoor storage. The property is guided by the comprehensive plan for light industrial use, including office and warehouse, with provisions for limited outdoor storage via an interim use permit. The proposal includes vacating and reestablishing easements, replatting Outlot A, and constructing 65th Street. Conditions for approval focused on screening the outdoor storage from adjacent residential uses and limiting nighttime activity. The Planning Commission recommended approval with specific conditions, including a 14-foot minimum screening height and no nighttime activity in the outdoor storage area between 10 p.m. and 7 a.m. The Council debated these conditions, particularly regarding the height and effectiveness of screening, as well as the 24-hour operation request for the new tenant.
