Conestoga Estates Replat Approved for Future Large-Scale Development
The council approved the replat of Conestoga Estates, lots 6, 7, and 8 (RP 26-07), to combine these three separate platted lots into one larger lot. The property owner intends to submit a large-scale development proposal in the future. The ordinance accepting this replat passed 7-0, as did the emergency clause.
Miller Flooring Expansion Granted Waivers for Street Improvements
The council approved a waiver of street improvement requirements for Miller Flooring Expansion (L26-06), a large-scale development seeking to add another warehouse. The waiver includes street improvements, drainage, curbs, gutters, sidewalks, and street lights, as set forth in ordinance 3725. Planning Commission recommended a waiver along Dixie Industrial Avenue and payment in lieu of street improvements along 40th Street. On 40th Street, the request is for payment in lieu of an 8-ft sidewalk, allowing the existing 5-ft sidewalk to remain, with funds potentially used for future upgrades. On Dixie Industrial, a private street, a full waiver was granted (Option 1). For 40th Street, payment in lieu was approved with a three-year time limit (Option 3). The combined motion passed 7-0.
Street Name Change Approved to Prevent Confusion
The council considered an ordinance to change the name of a one-block-long street from East Sunset extension to Powell Street. This change is necessary because the new street, extending from Holcomb Street east to Powell Street, is not in alignment with an existing East Sunset Avenue, which would lead to confusion for emergency services and deliveries if the names were not differentiated. Several names were considered, including Twilight, Dawn, Daybreak, Aurora, and Dayspring, all vetted by the GIS Department. Councilman Mark Futrell proposed 'Twilight' due to its relation to 'sunset' and its position north of the new East Sunset extension. The motion to adopt 'Twilight' as the new street name passed 7-0.
Building Department Budget Increased for Demolition Costs
The council approved a resolution amending the 2026 budget to increase the building department's allocation for demolition costs by an additional $43,000, bringing the total available for contract labor to $73,000. This increase is to cover the costs associated with demolishing two structures previously ordered for removal by the city. The resolution passed 7-0.
Sidewalk Waiver Approved for 8216 East Brown Road Due to Topography
A waiver (W26-28) of street improvement requirements was approved for a single-family home at 8216 East Brown Road. The property has unique topography with a creek nearby, making standard sidewalk installation difficult. The resolution passed with Option 1 by a 6-1 vote. There was discussion about the property's mailing address appearing as Lowell on maps, which was explained as a common occurrence with Springdale addresses.
