Mount Olive Bridge Closed for Repairs; Expected Reopening Soon
The Mount Olive Bridge has been closed for the past few days due to necessary repairs identified by state inspections. The Administrator expects the bridge to reopen within the next few days.
Main Street and Broadway Street Reconstruction Project Approved with Raise Grant Funding
The board approved Resolution 14-26 for the Raise Grant, funding the reconstruction of Main Street and Broadway Street from Main Street Bridge to North Lincoln Street. The project is estimated at $11.55 million, with preliminary designs indicating paving may stop at Haiko due to current funding estimates. The city engineer has been working for nine months to secure final federal approval for the grant. The project will involve extensive coordination with property owners, and contractors will be required to maintain property access. The Main Street nonprofit is also extending its program to cover East Main Street and assist businesses with additional improvements.
Housing Center Program Development Continues with Developer Feedback
The board received a report on the progress of the housing center program. The city is taking additional time to meet with large home developers identified by the Home Builders Association of Arkansas to gather critical feedback on the program plan. The goal is to ensure the program offers significant benefits to both the city and the development community, thereby encouraging diverse housing development.
City Pursues ARDOT Collaboration for Intersection Upgrades, STIP Inclusion, and Access Control on Key Corridors
Scott, the Administrator, provided an update on transportation initiatives. The city held three meetings with ARDOT (Arkansas Department of Transportation) regarding improving existing intersections with better optical readers to enhance traffic flow, particularly on Progress 412 which sees 37,000 vehicles daily. They are also working with ARDOT to include key corridors like Highway 59 and Progress South on Highway 37 in the State Transportation Improvement Program (STIP) for state funding. Additionally, the city is addressing development interest seeking direct access to Highway 412, which poses traffic challenges, by working with the state on coordinated access control. The city will also actively participate in the Northwest Arkansas Regional Planning Committee meetings to advocate for transportation improvement needs for Sylum Springs and surrounding areas.
Utility Billing System Transition Underway; Communications Campaign to Precede Reinstatement of Penalties and Shut-offs
Christina provided an update on the utility billing system, stating that the city is transitioning back to its old software with full capabilities and a commitment to transparency. They are recalculating initial billing cycles to ensure accuracy, especially for complex commercial accounts. A phased communication campaign will begin approximately 90 days before normal collection procedures resume, with reminders at 90, 60, 45, and 30 days prior to due dates, informing customers about potential penalties and shut-offs. The system is expected to start billing in September, recalculating every account to minimize discrepancies. Online payments are currently available but not via Express Bill Pay, which is no longer compatible with the new system, Cassell. Users will be notified when Express Bill Pay is available again.
