City Council Approves Surplus of Police Vehicles and Police Buyout Contract

Southside Landing to Receive Commercial Exhaust Hood Installation
The City Council discussed the installation of a commercial-grade exhaust hood at Southside Landing for immediate consideration. The cost for the equipment and installation is $29,403.56, with exclusions for electrical connections, plumbing, and gas hookups, which will be the tenant's responsibility as per their contract. This upgrade is necessary for the tenant to operate a commercial kitchen, specifically to accommodate a grill, stove, and fryer, which requires a grease-management suppression system. Councilmembers noted that this installation would also make the building more marketable for future restaurant tenants if the current tenant were to leave. Concerns were briefly raised about the building's attic space capacity for ductwork, but it was confirmed that the company has assessed the site and provided a comprehensive quote including ductwork. The council moved to vote on this item.
City Council Approves $42,613 for Road Striping Projects
The City Council considered and approved funding for road striping projects totaling $42,613. This follows previous approval for road paving. The striping will include thermal blast (glow-in-the-dark) stripes and markers for roads over half a mile long. Roads under half a mile will not receive striping. The cost is less than anticipated due to favorable bidding. Immediate consideration was requested to issue a purchase order, as roads need to cure after paving before striping can occur. Councilmembers highlighted the safety benefits, particularly for roads without streetlights, and the potential liability reduction by ensuring safe road conditions. Roads mentioned include North Cedar Bend, Slash Ham, and Lister Ferry Road.
Mayor Authorized to Execute Tax Collection Contract for Enhanced Revenue Management
The City Council authorized the mayor to execute a contract for the collection of various city taxes. This action is considered for immediate consideration to allow sufficient time for contract signing before the end of the month. The city has been using a company called 'Uno' (formerly Avenue) since 2007 for collecting sales tax, occupational tax, audio tax, and sellers use tax. They charge either by transaction or by percentage, whichever is less. The city is also considering another company to ensure they are getting the best options. Unlike the state, this private collection service does not offer free audits. This decision is driven by the need to secure the best financial arrangements for tax collection.
Joseph Hutchins Appointed Mayor Pro Tem Following Discussion on Procedural Rules
The City Council discussed and voted on the appointment of Joseph Hutchins as Mayor Pro Tem. The discussion clarified the legal procedure for appointing a temporary chairman in the mayor's absence, as per the Code of Alabama 1975, Section 11-43-49. It was noted that the mayor cannot choose or nominate, nor can they vote unless there is a tie. Councilmember Danny Garnett was absent, and a suggestion was made to consider a rotation system for the Pro Tem position, similar to other boards. Ultimately, a motion to appoint Joseph Hutchins was made and seconded, and despite one dissenting vote (Councilmember Keith Clay), the motion carried. Mr. Hutchins expressed his gratitude and commitment to serving.
