Rochester City Council Approves Rezoning of Three Parcels to Downtown Commercial

Lisa and Kevin Willey raised significant concerns about the prolonged and inadequate maintenance of infrastructure in their newly developed neighborhood (Carroll Court), which has remained a construction zone for years. They highlighted issues with dirt roads, incomplete infrastructure, safety concerns for children, and unfair property tax assessments that do not reflect the negative conditions. Kevin Willey presented a detailed account of repeated delays, documented deficiencies by the developer's own engineer, and a lack of progress in completing the required work, questioning the city's enforcement authority and the effectiveness of current processes. They requested greater transparency, accountability, and adherence to established timelines and regulations.
