Oak Road Sidewalk Project Secures Federal Funding for Engineering Services
The city received a federal aid grant for the Oak Road sidewalk project, with funding allocated at an 80/20 split between INDOT and the city. This contract is for the professional engineering services for the project, which is anticipated to go to construction in fiscal year 2031. The scope of the sidewalk construction will extend from Lake Avenue to US 30, with sidewalks on both sides of the road from Jefferson Street to US 30 to connect paths and mitigate dangerous biking turns.
Progress Made on Public Safety Building Project; Owner's Representative Hired
An update was provided on the public safety building project. The owner's representative, Veritus, has been hired, and their first meeting with the city occurred. Next steps involve Veritus working with Structure Point to review existing plans and determine future actions. Baker Tilly will handle the financial aspects. Council members were invited to participate in the planning process, with meetings expected bi-weekly. The goal for the end of the year is to have the building oversight team hired and the financial structure determined.
Vacate Order Affirmed for 1014 West Madison Street Amidst Owner's Claims of Illegal Entry
A property owner, Eugene Thornberg Abear, presented a case against a vacate order for her property at 1014 West Madison Street. She alleged illegal entry by police, assault, and improper procedure in obtaining an inspection warrant. She stated she intended to fix up the house and sell it, requesting 60-90 days to show progress. The board acknowledged her claims about police conduct but stated their role was to determine the safety of the structure. They affirmed the vacate order, clarifying that it means the property cannot be lived in until its condition improves, but work can be done on it. The owner expressed intent to sell and leave Plymouth due to the situation.
Demolition Orders Affirmed for Multiple Properties Despite Owner's Request for Continuance
The board heard evidence and voted on demolition orders for several properties. For lot 108, 136, and 221, the motion to affirm the demolition order was passed. For lot 163, a motion to affirm the demolition order was also made and passed. Abraham Anderson, representing the property owners, requested a continuance for these four lots to obtain local counsel and evaluate repair possibilities. He argued that these properties could potentially be safely repaired. However, Dennis, the inspector, disagreed, stating that due to their age and condition, repairs would be costly and likely not meet current codes, and that lot 163 would fall under manufactured housing codes. The motion for continuance failed.
City Accepts Donations for Summer Music Program and Police K9 Fund
The city has received two donations: $1,000 from Beacon Health System for the mayor's summer music program and $100 from Tammy Napier for the police K9 fund. The board was asked to accept these donations with their specified terms and conditions. The motion to accept the donations was approved.
