City Commission Updates Special Event and Film Production Regulations, Increases Permit Fees
The City Commission adopted on second and final reading Ordinance Number 1838, which amends Chapter 1, Article 1.10 of the Code of Ordinances concerning special events, block parties, and parades. The ordinance revises regulations and requirements related to these events. Specifically, it grants Shane the authority to make changes and adds a film production component to the regulations. The commission also adopted on second and final reading Ordinance Number 1839, establishing guidelines and a permitting process for film production within the city and on public property. This ordinance includes penalties for failing to obtain a permit, not to exceed $500 per day, and provisions for injunctive relief. Additionally, the commission voted to increase special event permit fees from $25 to $50 to align with other cities in the panhandle and cover administrative costs.
City Commission Approves Ordinance for New Crosswalk at Pampa Regional Medical Center
The City Commission considered and approved on first reading Ordinance Number 1840, which will establish a crosswalk at Pampa Regional Medical Center. The proposed crosswalk will be located 355 ft east of the East Ridgeway line of Charles Street on 30th Avenue. This measure is intended to make the existing pedestrian traffic across 30th Avenue legal and safer, as hospital staff and security personnel already traverse the area. The cost for painting the crosswalk and installing signs is estimated at approximately $120. The speed limit in the zone will remain 30 mph, and while the crosswalk is expected to be used infrequently, it will become an enforceable legal crossing.
City Commission Reviews 2025 Budget, Highlighting Water Fund Deficit and Crimo 2 Costs
The city commission reviewed the 2025 budget, focusing on enterprise funds including water and wastewater, water park, solid waste (landfill and recycling), and golf course. The water and wastewater fund is projected to have a deficit of $1.4 million before changes, with revenues at $9.7 million and expenditures at $11.1 million. Significant discussions included the USG agreement for well maintenance, the upcoming Crimo 2 project with its substantial debt implications, and potential water and sewer rate increases. The water park is operating at a deficit of $230,438, the solid waste fund is balanced at $2.7 million, and the golf course has a deficit of $296,312 which will be subsidized by the water fund. The presentation also detailed upcoming capital improvement projects and debt service obligations across these funds over the next five years, totaling nearly $27.3 million in requests and needs.
Pampa EDC Approves Cornerstone Shopping Center Project to Revitalize Mall
The City Commission considered and approved on second and final reading Resolution R26-00006, approving a project of the Pampa Economic Development Corporation (EDC) with Cornerstone Shopping Center LLC. Ryan Bradley, Executive Director of the EDC, presented the project, noting that Cornerstone has agreed to work on landscaping and parking lot improvements. The project involves funding for two tenants, with $450,000 allocated to each, totaling $900,000. Funding will be disbursed with 80% upfront and 20% upon 80% construction completion. Cornerstone's investment in the mall is over $4.5 million. The project is expected to help fill spaces within the mall and is anticipated to begin construction approximately 8 to 12 months after funding is secured.
