Oshkosh Council Moves to Implement Temporary Moratorium on Data Center Development
The Oshkosh Common Council directed staff to prepare and proceed with a zoning text amendment by ordinance to create a temporary moratorium on new data center development. The moratorium would be for 12 months, during which staff will study the issue, determine if current policies adequately address potential impacts, and recommend changes. The resolution also initiates collaboration with Winnebago County and neighboring municipalities for a coordinated regional policy framework. The moratorium's passage would direct staff to prepare the ordinance and present it to the plan commission within 60 days for a separate council vote.
Oshkosh Council Deadlocks on Live TV Channel 2 Discontinuation, Fails to Pass Amendment
The Oshkosh Common Council debated and ultimately voted on Resolution 26-351 regarding the discontinuation of Live TV Channel 2. After extensive discussion, an amendment was proposed and voted on to continue Channel 2 as a content distribution platform only, with content creation responsibilities transitioned to outside producers and the city's role limited to maintaining the channel and scheduling approved programming. This amendment failed. Subsequently, the original resolution to discontinue Live TV Channel 2 also failed to pass, leaving the city without clear direction on the matter.
Oshkosh Council Considers Options for Private Road Improvement, Cites Costs and Ownership Challenges
The council discussed options for addressing the condition of Cope Avenue, a private road. Staff presented three options: property owners resolving it themselves, one-time city maintenance (not recommended), or proceeding with right-of-way dedication and street improvements (asphalt or concrete with storm sewer and curb/gutter). Due to the private nature of the road, direct city intervention is challenging without right-of-way acquisition. Staff recommended a neighborhood meeting to gather feedback, present cost estimates for improvements, and obtain input from property owners before proceeding further. Concerns were raised about the potential cost to property owners and the tax implications of increased property valuation.
