Council Authorizes $11.8 Million in General Obligation Promissory Notes (Series 2026A)
The Common Council approved Resolution 2669, authorizing the issuance and sale of not to exceed $11.8 million of general obligation promissory notes series 2026A. This financing will cover tax-exempt capital projects, including levy-supported projects ($9.6 million), TID 17 projects ($200,000), TID 18 projects ($1,000,000), and water-supported projects ($1,000,000). The notes will mature between September 1, 2027, and 2046, with an estimated interest rate of 4.5% to not exceed 4.75%. The motion to approve was made by Alderperson Gantz and seconded by Alderperson P. Rock. A roll call vote confirmed the approval.

Discussion Requested on Yardway Site Eligibility Guidelines
Alderperson Hansen requested a general discussion on the eligibility guidelines for the Yardway site at a future Board of Public Works meeting. This request stems from a property owner who does not live in the city and believes they should be eligible to use the site. Mayor Boyd also indicated he received a call from the same person.
Council Approves Area Development Plan for Future Streets on Lost Dolphin Road
The Common Council approved a request to add an area development plan for future streets in the 2100 Block of Lost Dolphin Road. This was a recommendation from the Planning Commission, which unanimously approved it. The hearing notice was published in the Press Times on June 26th and July 3rd, 2026.
