Exterior Improvements Approved for 780 Morris Avenue Redevelopment

Staff recommended conditions of approval such as using concealed fasteners for wall panels, ensuring a minimum three-foot masonry wainscot, requiring specific curbing for new paved areas, and meeting all applicable ordinances. Public safety noted the requirement for a Knox box. The project, being within the Sports Entertainment District, requires further approval from the Plan Commission and Village Board. Committee members commented positively on the aesthetic improvements and the cleanup of the site.
West Point Center PUD Amendment Approved with Revisions Including Pickleball Court and Senior Apartments
The committee reviewed and approved a site plan and design review for the revised second amendment to the Planned Unit Development (PUD) overlay zoning for West Point Center, located at 460 Marina Lane. The revisions included removing a proposed assisted living facility, which was identified as green space on the site plan. The residential care apartment complex (RCAC) apartments were redesignated as strictly 55+ senior apartments due to public safety concerns about potential call volume increases associated with assisted living. The design for the apartments and the memory care building remained unchanged. An addition of a pickleball court and more green space to the northeast portion of the site was also included. Staff recommended several conditions of approval, including curbing for parking and drive areas, screening of mechanical units, compliance with DNR regulations for utility work, shielded lighting, specific siding materials, and Village Board approval of the amended PUD. Engineering provided conditions related to grading, a swale for runoff, sanitary sewer holding tank location, storm water pond maintenance, and updating the storm water management plan. Public Safety added conditions for fire sprinkler connections, Knox key boxes, and fire hydrant placement. The committee discussed the detention pond's lack of fencing and confirmed that the PUD ordinance would specify that the site plan as submitted is limited to its current scope, requiring a new PUD amendment process for any changes in use or buildings.
Temporary Welcome Banners Approved for Clark Hinkle Field Training Camp
The committee reviewed and approved a request for up to five temporary welcome banners around Clark Hinkle Field for training camp purposes. The banners are approximately 8 x 20 feet (160 square feet), exceeding the 64 square foot threshold that requires Site Plan Review. This proposal is similar to ones approved in previous years, with the only change being the sponsor name from Bellin Health to UW Health. Staff recommended approval with no conditions. The committee approved the banners unanimously.
