Council Approves Rezoning for Residential Development

The council approved a zoning change from Agricultural District and R1 (1 and 2 family residential district) to R1 (1 and 2 family residential district) for a property located north of Sheridan Drive and west of North 25th Street. This change was requested by Granville Custom Homes, Inc. The planning commission recommended approval with a seven to zero vote. The ordinance, number 5990, passed on its first, second, and third readings.

Water Pollution Control Plant Grit Project Budget Increased by $69,970

The council approved Change Order number three for the Water Pollution Control Plant improvements, specifically for the grit project, with John T. Jones Construction Company. This change order results in a net increase of $69,970. The additions include intrinsically safe barriers for VFC's and PLC's, trench drain cleanouts, a mud valve for the grit flow structure, an intrinsically safe flow meter, an air valve for the air control building, and pipe support for the north lift station. The original bid for the project was $9,378,000, and the current change orders represent approximately 3% of the budget. The grit system is projected to be online by October, with the complete project expected to finish next spring. The project has faced delays in equipment delivery.

Annexation of Hawk Crossing Development Approved

The council approved Ordinance number 5970 on its second reading, which annexes a track of land generally located 1/4 mile west of the intersection of East Benjamin Avenue and Highway 35, on the south side of Benjamin Avenue. This property is currently being developed as Hawk Crossing. The water, sewer, and paving infrastructure are complete and will be accepted as city infrastructure upon annexation. This was the second reading of the ordinance.

Council Approves Bids for Tazuka Softball Complex Improvements

The council considered and approved the advertisement for bids for the Tazuka softball complex improvement project, which will include earthwork, site grading, spectator areas, softball field construction, irrigation, sod installation, fencing, backstops, and field lighting, along with landscaping and sidewalks. The project is part of the LWCF grant program and will serve both adult softball and youth baseball. The current complex is at peak capacity, with over 2400 scheduled games and practices in 2025 and concession revenue reaching $117,000. The improvements aim to enhance scheduling, accommodate tournaments, and provide better amenities like restrooms and concessions.

The council approved Resolution 2026-27, which approves the final plat and subdivision agreement for Blackberry Heights fourth. The plat includes both single-family detached and single-family attached lots. Lots with an 'A' or 'B' designation are single-family attached, while those without are single-family detached.
