City Approves $300,000 Annual Contribution to Colorado Flights Alliance

The contribution is seen as a sound economic investment due to the revenue generated by tourism.
El Chapin Addition Annexation Approved on Second Reading
The City Council considered Ordinance 2717 on second reading, concerning the annexation of the El Chapin addition. This 12.28-acre property located along 6600 Road meets annexation requirements and is within the city's utility service areas. The applicant requested R3 medium density zoning, which allows for single-family, townhome, and duplex dwellings, fitting the future land use map designations. An annexation impact report was submitted to the county. Staff found the ordinance consistent with public health, safety, welfare, and the comprehensive plan. The ordinance passed on second reading.
Montrose Pavilion Renovation Design Phase Approved for $400,000
The City Council considered a contract award for the first phase of design work on the Montrose Pavilion renovation project. The contract with Blythe Group and Company for $400,000 was approved. This phase will focus on critical systems like HVAC, fire sprinklers, and the roof, which are nearing the end of their lifespan and require facility shutdowns for repairs. The design work aims to develop construction-level documents for HVAC and fire suppression, and design development for other items like parking lot paving, with a goal to begin budgeting for construction in 2028. The contract is an hourly not-to-exceed agreement, with approximately $200,000 anticipated for the current year and $200,000 in early 2027.
Hillcrest Drive Sidewalk Replacement Project Awarded for $489,577
The City Council approved the award of a construction contract to Precision Dirt Work for $489,577 for the South Hillcrest Drive Sidewalk Replacement Project. This project, located along Hillcrest between Miami and Sunnyside on the west side of the road, addresses a long-standing need for sidewalk replacement due to crumbling, drive-over style curb. The project involves replacing over 1,800 feet of sidewalk, which was identified as a priority by the City Council during the previous year's budget development. Although the bid amount exceeded the initial MoveMo scope allocation, savings from other capital projects allow for its completion within the current capital budget, avoiding the need for additional budgeting next year and allowing for earlier completion before winter conditions.
Lathrop Hardware Building Designated Historic Property
The City Council considered Ordinance 2720 on second reading, designating the Lathrop Hardware building at 439 East Main Street as a City of Montrose historic property. The building is over 50 years old and is associated with the history of downtown Montrose, having housed one of the city's earliest and longest-lived hardware stores. The Historic Preservation Commission unanimously recommended approval for this designation. City staff also recommended approval. This designation is made pursuant to section 11-3 of the official code of the city of Montrose.
