Molen Riverfront Demolition Plan Approved, MKSK to Lead Development
The council approved Work Authorization Number 05A with MKSK for the Molen Riverfront project, as an amendment to a previous professional services agreement. This authorization, not to exceed $100,000, will support the advancement of a demolition approach and scope package for the riverfront district. This involves further existing conditions analysis, architectural programming, and creating a demolition package for the Bridge Point structure. Streamline is a subcontractor for this demolition package. MKSK and Lake Fato Architects will lead the public realm development (boardwalk, amphitheater, park open space). Buildings scheduled to remain include the tower, shipping and receiving warehouse, and adjoining parts warehouse, requiring selective demolition to preserve them for adaptive reuse. Subcontractors include RTM Engineering (structural), Crawford Tilly (site civil/structural/electrical), and EMH&T (floodway/storm engineering). ICF will handle grant preparation for the Brick grant. The demolition package is expected to be completed in 60 days, allowing for demolition conversations within the year. The status of the build grant application is pending.
Molen Proclaims July 2026 as Park and Recreation Month
The City Council considered a proclamation to declare July 2026 as Park and Recreation Month. The proclamation emphasizes the integral role of parks and recreation facilities and programs in communities, promoting health and wellness, encouraging physical activities, establishing quality of life, contributing to economic and environmental well-being, increasing community prosperity through property values, tax base expansion, tourism, business attraction/retention, and crime reduction, and ensuring ecological beauty and connection with nature. Eric Griffith, Director of Parks and Recreation, highlighted the extensive operations involving over a hundred employees across various departments like Green Valley, recreation programming, forestry operations, and Riverside.
Bush Construction Company Hired as Construction Manager for New Fire Station
The council approved a resolution authorizing the Mayor and City Clerk to execute an independent contractor agreement with Bush Construction Company, Inc. for construction manager at risk services for the new central fire station. The agreement is for $99,322.80. Bush Construction was selected from seven submissions based on their qualifications. Over the next several months, they will collaborate with city staff and architect FGMA, providing pre-construction services like design reviews, conceptual cost estimates, and construction management throughout the project. This role aims to assess constructibility and minimize change orders. The contract is a construction manager at risk type, meaning a Guaranteed Maximum Price (GMP) will be determined at 90% design completion, with Bush Construction being responsible for costs exceeding that price. This approach is common in similar projects with entities like Metroink, civic center authorities, and other governmental buildings.
Mayor Updates on Youth Initiatives, Homelessness Task Force; New Downtown Lounge Opens
The Mayor provided updates on various community initiatives. A faith leaders summit focused on youth issues was held, with plans for quarterly meetings throughout the year to coordinate efforts and fund youth programs. A mayoral listening post is scheduled for the following day at Prospect Park Pavilion to gather resident feedback. The city is also engaged in its third discussion with the Rock Island County Homelessness Task Force to coordinate steps for upcoming meetings. Additionally, Alderperson Silus invited attendees to visit 'Pop the Cork,' a new wine lounge in the Watermark building downtown, which opened the previous day. Alderperson I. Smith thanked Ashley for her efforts related to the 'Molen 250' initiative and acknowledged the restoration of the historic Allenale residence. Alderperson Weis thanked the Moline Pollinator Preservation Committee for organizing Pollinator Week activities. The city's internship program was highlighted, with eight interns currently placed across departments, including returning interns and new participants.
City Acquires River Station Building for $1.65 Million with No Additional Taxpayer Cost
The council authorized the issuance of taxable general obligation bonds for the acquisition of the River Station building located at 1601 River Drive. The purchase price is $1.65 million, significantly lower than the building's minimum valuation of $5.6 million. The building is 42,000 square feet. Existing rent payments from the building will cover the monthly costs associated with the bond payments, meaning no additional long-standing cost will be incurred by taxpayers. This acquisition is considered a key piece in the downtown puzzle, solving multiple problems simultaneously. The council expressed gratitude for the city's reserve funds, which allowed for interim financing before bond issuance, ensuring a seamless transaction without extra costs or taxes. The city had a cautious valuation approach, considering occupancy rates of 50% and 70%.
