Jim Shehy was specifically recognized for his 1,500 hours of volunteer service at Sycamore Trails Park, contributing to its status as a premier disc golf course and a community asset. The council also proclaimed July as National Parks and Recreation Month, acknowledging the enrichment provided by the city's parks and recreation system and highlighting upcoming improvements like the Sycamore Trails Aquatic Center.
Parks and Recreation Announces Road Closures for Upcoming Festivals and Events
Aaron, from Parks and Recreation, provided details on upcoming road closures for two events: the Rock and Green Tomato Festival and the Miami Triathlon. The Rock and Green Tomato Festival on August 7th-8th will require road closures on Water Street (from north to south parking lots), West Central Avenue, and the Ron's public parking lot from Friday 8 am to Saturday 11 pm. Additionally, the Lynen Avenue Bridge will be closed Saturday 10 am to midnight for fireworks setup. The Miami Triathlon on Sunday, August 23rd, will have closures on Lynen Avenue (Riverview Avenue to Water Street) and Miami Avenue (Lock Street to Lynen Avenue) from 7:45 am to 11:30 am. Council approved the road closure request for the Rock and Green Tomato Festival.
City Council Approves Workers' Compensation Group Retrospective Rating Program Agreement
Leslie Foley, Human Resources Director, presented Ordinance Number 7223, authorizing the city manager to enter into an agreement for the Ohio Association of Public Treasurers Workers Compensation Group retrospective rating program for the policy year beginning January 1st, 2027. This program involves paying an initial premium, with the hope of receiving rebates back based on the group's claims performance over the subsequent three years. The city has been part of this program for three years and has historically received 25-30% back in premiums. The ordinance also allows the city to continue its relationship with Sedgwick, the third-party administrator for claims and hearings, for an annual fee of $6,340. Council moved to dispense with the reading on two separate days and adopted the ordinance on its first reading.
Inquiry Regarding New Highland Reserve Development and Easement Adjustments
Valerie Sweeney inquired about the proposed New Highland Reserve development at 725 and Union Road, specifically regarding rezoning R2 and R3 classifications and potential reductions in frontage requirements from 80 feet to 40 feet. She also asked about adjustments to easements along 725 and Union Road for road expansion and confirmed that runoff ponds would maintain all runoff from the Highland Reserve property. The city official clarified that there are no current plans for rezoning in that area and that easements would only be acquired or donated on the project side of the roadways. Regarding water management, the intent is to capture all water on-site and direct it under the road at 725 and Union, not to use existing private water systems, especially given the ongoing collapse of private drainage pipes.
City Council Announces Executive and Study Sessions on Legal Matters, Aquatic Center Bonds, and Financial Reports
The City Council announced the need for an executive session to discuss pending or imminent court action. They also announced a study session to be held in the council conference room, open to the public. Topics for the study session include the Sycamore Trails Aquatic Center general obligation bond issuance, a second-quarter financial report update, and a discussion regarding a Miami Township prosecutor. Council members also shared personal updates and acknowledged community events and volunteer efforts.
