McMinnville Approves 18-Month Moratorium on Data Centers and High-Impact Uses Amidst Strong Community Opposition
The Board of Mayor and Alderman of the City of McMinnville considered an ordinance to impose a temporary moratorium on the application, approval, permitting, construction, or expansion of data centers, Bitcoin mining facilities, microchip manufacturing facilities, and other similar high-impact uses. The moratorium is intended to provide time for the city to study the infrastructure, environmental, acoustic, and utility impacts of such facilities and to develop appropriate regulations. Public comment was extensive, with the overwhelming majority of speakers expressing opposition to the proposed data center due to concerns about water usage, pollution, noise, economic impact, and disruption to the community's character. The board discussed the current zoning code, which allows for data processing centers in certain districts, and the potential legal implications of an outright ban versus a moratorium. Ultimately, the board voted unanimously to approve an 18-month moratorium to allow for further study and community dialogue.
