Revenues totaled $52.68 million, a decrease partly attributed to the loss of $384,000 from automatic traffic enforcement. Expenditures decreased by 4.62%. Total outstanding debt was $71.99 million. The council discussed strategies to address the adverse opinion, including obtaining financial information from the library's supporting organization, with staff expressing confidence in resolving the issue for future reports. The council also discussed the city's debt capacity (48.47% of statutory limit) and bond rating (AA2).
New Alcohol, Tobacco, and Vape Licenses Approved for Iowa Smoke Shop
The council considered three motions to approve new licenses for Iowa Smoke Shop at 306 West Madison Street. The motions were for a Class E retail alcohol license, a retail tobacco permit, and a retail device permit (defined as vape-related). Public comment was heard on the retail device permit, with Linda Clark questioning the definition of 'retail device' and expressing concern over the proliferation of smoking and vaping products. The definitions and purpose of these permits were clarified by city staff. All three motions were approved.

The original city hall has aging HVAC systems and other building deficiencies. The study proposed reorganizing spaces within the Carnegie and Parks & Rec buildings to accommodate staff, including new offices, meeting spaces, and a relocated main entrance at the Parks & Rec building with enhanced security. The estimated construction cost for these improvements is between $985,000 and $1.1 million, excluding furniture and high-density mobile storage. The council discussed funding options, phasing, the condition of the existing city hall, and the potential sale of the old building. Further information on HVAC options, building improvements, operational costs, and the value of the current city hall was requested before any decisions are made.
Center Street Bridge Rehabilitation Change Order Tabled for Revision
The City Council considered a resolution approving a contract change order for the Center Street Bridge rehabilitation project. Ben Deleski, civil engineer for the city, recommended withdrawing the item from consideration because the city plans to revise the change order to reflect a 'class A deck repair' and address railing costs. Council members questioned the delay and the reasons for not voting on it that evening, expressing a desire to move forward with the project. The recommendation to withdraw was ultimately accepted, tabling the item until staff is ready with revised information, with the possibility of a special meeting.
