Joe Costein Promoted to Director of Lakeland Water Utility Department
Joe Costein has been promoted to Director of Water Utility Department. Costein has 33 years of public sector service, with 20 years at the City of Lakeland, including 18 years as Water Production Manager. He holds a Bachelor's degree in Public Administration from Polk State College and is a Lakeland native. Robbie Niss, who also served as interim director with 30 years of service, will continue to work closely with Costein. This promotion follows a successful six-month interim period managed collaboratively by both Costein and Niss.
Lakeland Electric Assistant General Manager Corey Bush Named FMEA Member of the Year
Corey Bush, Assistant General Manager at Lakeland Electric, was honored as the Florida Municipal Electric Association (FMEA) 2026 Member of the Year. Bush has 23 years of service with the city, rising from apprentice lineman to his current management role. He represents public power at state and national levels. The recognition was presented at the FMEA conference.
Lakeland Approves Rezoning for Self-Storage Facility on Laura Road
The Commission heard the second reading of proposed ordinance number 26-020, which would change zoning from Limited Development (LD) to I-2 Medium Industrial on approximately 3.87 acres located at 559 Laura Road. The property's context district would also be changed to Suburban Special Purpose (SSP). The applicant intends to construct a self-storage facility. Staff noted that Laurel Road has been improved to public road standards, enabling additional development. The proposal is straight zoning with no binding site plan, meaning the site plan will be reviewed by the development review team, analyzing traffic (expected to be minimal), requiring sidewalks along the frontage, and ensuring compliance with city land development code for buffers. Concerns were raised by Commissioner Madden regarding RV parking, proximity to residential uses, and the potential for the entire site to be developed with buildings. Staff confirmed that buffers are required by code and that the proposal is significantly below the maximum density allowed under the LD land use. Parks and Recreation will review tree impacts and mitigation. Public comment included concerns about environmental impacts, potential for future development changes under I-2 zoning, and notification procedures. The Commission approved the zoning change unanimously.
Lakeland Approves Rezoning for 24-Lot Single-Family Subdivision on Hallam Drive
The Commission heard the second reading of proposed ordinance number 26-019, which would rezone approximately 16.93 acres from Limited Development (LD) to RA1 Single-Family Residential zoning. The subject property is located at 1212 Hallam Drive. The applicant proposes 24 single-family lots, each approximately half an acre, with the remaining 19 acres to remain in Limited Development and serve as a conservation area. Staff and the Planning and Zoning Board recommended approval, noting the proposal is consistent with surrounding neighborhoods and has de minimis traffic generation (218 trips per day). Concerns raised during public comment included the potential for high-density development, impact on existing neighborhoods, traffic, and stormwater management, with alternative uses suggested such as conservation or recreation areas. The applicant, JSK Consulting and Mark Holbert, emphasized the upscale nature of the proposed development, the larger lot sizes compared to surrounding subdivisions, and assured attention to drainage with conversations already held with the Southwest Florida Water Management District. The Commission approved the rezoning unanimously.
Lakeland Commission Debates and Approves First Reading of Data Center and Large Load Customer Moratorium
The Commission held a first reading of proposed ordinance number 26-018, establishing a temporary 12-month moratorium on the acceptance, processing, review, and approval of applications for data centers and large load customers (over 50 megawatts monthly peak load). The ordinance directs staff to review and develop amendments to the Land Development Code, Comprehensive Plan, and other regulations. This moratorium aims to pause development while staff studies the impacts of such facilities. Public comment was extensive, with many residents expressing strong opposition to data centers due to concerns about water usage, energy demand, noise, environmental impacts, potential rate increases for ratepayers, and the lack of transparency from developers. Several speakers highlighted the negative experiences of other communities with data centers and urged for a permanent ban or a longer moratorium. Others, including commissioners, discussed the importance of defining impacts, the need for guardrails, and the potential to allow smaller, less impactful industrial uses to proceed. Legal counsel confirmed the city's authority to impose a temporary moratorium on its utility services, even outside city limits, to protect its assets and ratepayers. The ordinance currently applies to data centers of any size and non-data center large load customers over 50 megawatts. The second reading and potential adoption will occur in August.
