Variance Approved for Youth Enrichment Facility in Industrial Zone
A variance request was considered for Tasha Hopinson at 53 Dakota Avenue North to operate a 'family enrichment' facility for youth and some small children, which is not explicitly listed as a permitted use in the I2 general industrial zone. The facility operates on Saturdays and evenings, and is open to the public with scheduled events for families, teens, and young children, including parent-child classes and drop-off teen/art classes. Easement Approved for Garage Encroachment on South Frontier Drive

The encroachment is a three-foot area into the right-of-way. The garage is believed to predate the development of South Frontier Drive. Hiron Development Corp Reports Progress on Housing, Downtown Redevelopment, and Workforce Initiatives
Ted Hert from the Greater Hiron Development Corporation provided an update on various development projects. In housing, Southtown has 62 lots with 25 sold and being developed; Governor's houses are being delivered with some sold and available; Dog Leg Court has 12 new lots with one sold and occupied, and a partnership with the Career and Tech program is building houses. A housing needs assessment indicates a need for 6-7 owner-occupied houses and 12-15 rental units annually under low growth, and 17-18 owner-occupied houses and 16-19 rental units under high growth. In downtown redevelopment, $1.45 million in direct loans and over $175,000 in facade grants have been provided. Workforce development includes partnerships with the Career and Tech program and sponsorship of the career fair. A spec building by Lancakota is under contract, and Kansas Court lots are under development. Dakota Metal Recycling will establish a new metal shredding operation west of town. J&J Washout is developing the old Heron Dress Beef site. A groundbreaking for a new hotel project is scheduled for July 27th.
South Dakota State Fair Reports on Post-Tornado Recovery, Record Participation, and Future Plans
Peggy of the South Dakota State Fair provided an update on fair activities, maintenance, and fundraising. The July 2nd tornado caused significant damage, requiring assistance from emergency crews for cleanup on the fairgrounds and in the city. Last year's fair had over 180,000 attendees, with $3.2 million spent and $265,000 in tax revenue. Youth participation and education exhibits saw high numbers, including the largest participation in 'South Dakota's Largest Classroom'. A 'Sensory Friendly Morning' program was introduced and will continue. The 141st State Fair is scheduled for September 2nd-7th, featuring various grandstand acts and free entertainment. New food items and non-fair events, including national shows and local events, are scheduled through October. Maintenance projects included residing buildings, new roofs, and LED lighting upgrades. Fundraising initiatives include 'Every Stall Counts' for portable horse stalls and 'Hog Wild for a Better Barn' for new pens. The 'Backyard Project' for horticulture park focuses on accessibility and sensory play. An impact statement highlighted the fair's role in bringing people together, strengthening community, and keeping South Dakota values alive. The fair is seeking staff for superintendent positions and expressed gratitude for city employee support.
Storm Cleanup Nearing Completion; FEMA Assessment Scheduled
Bob Simpson, street superintendent, provided an update on storm cleanup efforts. As of 4:30 PM on the reporting day, the bulk of the town cleanup was finished, with only areas west of the fairgrounds remaining. Completion of this section was anticipated by Wednesday noon. A total of 641 semi-loads of debris had been hauled out, approaching an estimated 2 million cubic feet. FEMA representatives were scheduled to visit on Wednesday morning at 9:00 AM to assess the cleanup efforts, including tree piles, solid waste facilities, and the hanger. Cleanup of the school parking lot and fairgrounds was scheduled to begin Thursday. A second sweep of the town is planned for the following week. The Third Street drop-off site is set to close after the upcoming weekend. Residents are encouraged to contact the city for any remaining cleanup needs, though a transition to normal operations is necessary.
