Hannibal Barbecue Festival Seeks Approval for Street Closures and Addresses Parking Concerns
The 8th annual Hannibal Barbecue Festival is requesting approval for street closures on Collison Street (end of New London Gravel) and signage on Market Street. The festival will feature performances by Dylan Scott on Friday night, and Chris Jansen and Ashley Cook on Saturday. Concerns were raised by a council member regarding attendees parking in private yards on side streets last year, leading to discussions about implementing additional signage, potentially involving the police for trespassing issues, and making social media posts to remind attendees to respect private property. The event organizers stated they would look into adding more 'no parking' signs and ensuring access for a specific house behind their building.
American Legion to Host 20th Annual Legacy Run Fundraiser for Veterans and Children Foundation
The American Legion is hosting its 20th annual fundraiser, the Legacy Run, for the Veterans and Children Foundation on August 25th. This event will feature over 300 veterans and their families traveling from Lincoln, Nebraska, to Louisville, Kentucky. A fundraising goal of over $855,000 was raised last year. The event will include a 'Wall of Honor' from World War I to the present, running from August 24th to 26th, with opportunities for community members to find names on the wall and contribute photos of veterans. They are requesting flag waivers for Veterans Road down through Highway MM, and for participants to be aware of the noise from 300 bikers. Numerous volunteers are needed for the event, which will include guest speakers and daily wreath-laying ceremonies. Merchandise sales are also contributing to funding the project.
City Discusses Existing 'Fix It or Flatten It' Program, Affordable Housing Initiative
Councilman Hcraft discussed the city's 'fix it or flatten it' program, noting that the 'fix it' aspect is not as frequently advertised as the 'flatten' aspect. He mentioned that the city has a program in place that is considered a 'gold standard.' The process involves building inspectors identifying structurally deficient homes, which are then brought to the building commission. The initial step is to work with homeowners to make repairs. If unsuccessful, a public hearing is held, after which the commission may grant more time or proceed. If there is no progress and the house is dangerous, it is added to the demolition list. Over the last nine years, the city has demolished approximately 135 houses using the street department. Demolition is a last resort due to safety concerns. The city also collaborates with realtors on a voluntary donation program for unwanted inherited properties. In the past year, 117 residential building permits were issued (40 for new construction, 77 for remodels), indicating an uptick from previous years. Councilman Fleetwood has been working on an affordable housing project, which will be presented at the next council meeting. This project involves a group applying for LITC tax money to build affordable housing on vacant city-owned lots. This initiative aims to increase infill housing development.
Council to Hold Public Hearing for Multifamily Rezoning on Stardust Property
The city council is considering a rezoning request for property located in the 4600 block of Stardust. The current zoning is one and two-family residential, and the applicant, Mr. Russell Goodart, wishes to rezone it to B multifamily to construct a multifamily duplex. The planning and zoning committee has reviewed and approved the request. The city is recommending this to the city council for final approval and to set a public hearing for July 21st, 2026, at 6:45 p.m. in the council chambers. This rezoning is not considered spot zoning as the surrounding area is already zoned multifamily. A public hearing is required at both the planning and zoning committee level and the city council level.
