The expansion allows the district to continue issuing bonds for roads, streetlights, landscaping, and water management, while also maintaining long-term infrastructure upkeep. The expansion area is designated for residential development, with commercial areas planned within the overall community project. The district's board, comprised of residents, will manage finances and operations, similar to city governance, ensuring transparency and accountability. The CDD operates independently but must comply with city laws, and its debt is not disclosed in the city's financial statements. City Council Approves Redistricting Process to Ensure Balanced Representation
The city council discussed the need for redistricting the city's voting districts due to uneven population distribution across existing districts, which violates Florida statute requirements for balanced representation. Staff presented proposals from two firms: Arcbridge, with a base cost of $18,000 for initial services and additional fees for exceeding scope, and GAI Community Solution Groups, with a proposal of $11,500. LPG Land Planning Group's prior proposal was $11,500. The council debated which firm to select, with some favoring GAI due to its similar price point to LPG and concerns about Arcbridge's costs. The need for redistricting was established due to significant population growth and imbalance, with some districts having nearly double the population of others. The council decided to move forward with redistricting and selected the GAI firm.
Resident Alleges Misconduct, Improper Investigation within Police Department; Council Orders Review
A resident, Jen Eastridge, raised serious concerns about the conduct of a police officer and the handling of an internal investigation. She alleged that the officer was observed running code (emergency lights and sirens) without any active calls or dispatches, on three separate occasions. Furthermore, during the investigation into these incidents, investigators were reportedly instructed not to pull a 30-day report, limiting the scope to only three days. The resident also stated that the officer was found to have driven at 124 miles per hour, and questioned why this wasn't a focus of the investigation, which appeared to be solely for 'lights'. The resident expressed that officers are unhappy with leadership and that the department has lost faith, suggesting that under a union, the Police Chief and Deputy Chief might have faced removal. The council directed the Interim City Manager to investigate the allegations with the Chief and Attorney.
City Council Approves FY2024-2025 Financial Audit with Clean Opinion
The city council reviewed and accepted the FY2024-2025 financial audit report. The audit, conducted by Carr, Riggs & Ingram, resulted in a clean, unmodified opinion, indicating the city's financial statements are presented fairly. Key findings include an increase in general fund revenues by $3 million, primarily from property taxes, permits, and utilities, while expenses increased by $1.8 million, largely due to public safety salaries and benefits, general government professional services, and sanitation services. The city's general fund has a five-month reserve of expenses, exceeding the recommended minimum of three months. Other funds, such as the CRI and fire operations funds, saw positive changes in their fund balance. Two audit findings were noted for the current year: discrepancies in the recording of fixed asset disposals and issues with census data accuracy for pension liability calculations, which HR has since addressed. The previous year's finding regarding building permits was cleared.
