City Council Reviews Proposed Budget, Adjusts Development Fees and Sanitation Rates
During a budget work session, the council continued its review of the proposed budget. Key discussions included a year-to-year comparison of adopted budget numbers, the use of drug funds which cannot supplant the budget, and specific line-item changes such as reductions in telephone/postage and travel, and an increase in Information Technology funding. Other discussions covered the Hall River coordinator funding, retirement expense increases, tree lighting costs, and rental fees for watercraft. A significant portion of the meeting was dedicated to reviewing and adjusting various development fees and service charges, including sanitation rates for residential and downtown areas, with consensus reached on increasing residential rates to $11 and downtown rates to $14. Numerous other development fees, such as those for major subdivisions, preliminary commercial reviews, rezoning, special use permits, and minor subdivisions, were also discussed and adjusted. The council also debated an increase in the return check fee from $25 to $35, aligning with the general statute. The financial impact of paygrade adjustments for various positions, such as the police chief and utilities director, was also a point of discussion, with a request made for specific financial figures.
