Village Board of Trustees Meeting (07/14/26)
Published: Jul 14, 2026
Village to Auction Surplus 2003 MacLander Trailer
The Board of Trustees approved Resolution 2026-71, authorizing the public auction of surplus property: a 2003 MacLander trailer from the Public Works Department. The trailer was used to transport the village's asphalt roller. With the acquisition of two new trailers accompanying the mini excavator and skid steer purchases, this trailer is no longer needed. The item was unanimously recommended for approval by the Public Services Committee.
Chris Brothers Asphalt Awarded 2026 Street Rehabilitation Program Bid
The Board of Trustees approved Resolution 2026-72, accepting the lowest bid of $884,899.06 from Chris Brothers Asphalt for the 2026 street rehabilitation program. Five bids were received, all under the engineer's estimate. TWM reviewed the bids and found Chris Brothers to be a responsible bidder. The project will involve rehabilitating Village Drive, Billing Circle Drive, Peachtree Lane, and a portion of Collinsville Street with new asphalt surfaces, curb and gutter, and some culvert upgrades. Some previously withdrawn items (oil and chip roadways in the southwest corner, referred to as Cottonwood 5) may be added back through a future change order.
Village Board Approves June/July Payments and Treasurer's Report, Notes Significant Water Project Funds
The Board of Trustees approved payments made between June 20th, 2026, and July 10th, 2026, totaling a net activity of $1,853,464.46. This period included two payroll cycles and notable payments such as the initial payout for the water treatment plant construction's SCADA system software, a loan payment to the Illinois EPA for the sewer loan, a radio service contract with Motorola Solutions, the purchase of a Toyota Camry for the police department, and vendor payments related to the water treatment plant debt issuance. The Board also approved the June 2026 Treasurer's Report. A significant balance of over $11 million was noted in the general fund due to the receipt of final proceeds for the water project on June 30th.
Meridian Plaza Phase 4 Public Improvements Accepted by Village Board
The Board of Trustees approved Resolution 2026-70, authorizing the acceptance of public improvements for Meridian Plaza Phase 4. These improvements include sanitary sewer, water main, storm sewer, and roadway enhancements. The work has been certified by TWM and the Village's consultant engineer, Lock Mueller Group. Following acceptance, the developer, Spencer Homes, must maintain a 25% maintenance bond for two years. Trustees also discussed the timeline of the infrastructure's installation, noting a final walkthrough in January and punchlist completion over the spring.
