Special Use Permit for RVs Approved Amidst Concerns; Liquor License Hour Amendments Discussed; Towing Service Permit Approved After Debate
The community and economic development committee discussed two ordinances. The first, Ordinance No. 2017, grants a special use permit for recreational vehicles (RVs) on manufactured home park lots at 13 and 5 Side Drive. This ordinance faced debate regarding its aesthetic impact, safety concerns in a flood plain, and potential tax implications compared to mobile homes. The applicant clarified that these would be temporary leases (up to a year) for individuals like traveling nurses or military personnel, and that existing mobile homes would remain. The second ordinance, Ordinance No. 2024, amends a section within Chapter 115 regarding liquor control class A licenses. This was discussed in conjunction with Ordinance No. 2025, which amends another section within Chapter 115 for liquor control class C licenses. Ordinance 2024 involves a decrease in hours related to a license, stemming from the Moose Lodge relinquishing their midnight extension. Ordinance 2025 involves an increase to a 2 a.m. request by a business. Finally, Ordinance No. 2026, which would grant a special use permit for a towing service at 1600 North Illinois Street, Suite B, was debated. A motion to deny was made, citing concerns about the long-term economic viability of the site for retail and the need for a new economic developer to assess the impact. Ultimately, the motion to deny failed, and a motion to move forward and pass the ordinance was approved after discussion with the applicant regarding the property's leasing history and suitability for various uses.
Drone Pilot Recognition, FBI Conference Travel Approved, CPA Resignation Accepted, Accounting/Payroll Specialist Role Redefined
The committee recognized three individuals for successfully completing the FAA remote pilot certificate training for the drone program. The drone program has been revamped with new training, policies, and guidelines. These certified drone pilots will enhance the department's capabilities. Additionally, a travel request was approved for the Chief and Deputy Chief to attend the 2026 FBI NAA State Conference in Galena, Illinois, from November 3rd to 6th, with an estimated cost of $2,414.29. The committee also accepted the resignation of CPA Hannah Bilkkey from the Police Department, who is leaving to pursue a career as a police officer after completing her criminal justice degree. Finally, a job description for an Accounting and Payroll Specialist was approved, which includes elevated responsibilities and will fill an existing FTE, with Belinda Thompson being recommended for hire for this non-exempt hourly position at a starting wage of $30 per hour plus benefits.
Public Works Approves Mower Purchase, Street Program Contract; Grant-Funded Path Completed; Wastewater Treatment Services Secured
The Public Works Committee approved two resolutions. The first authorizes the purchase of a new SCAG 61 Turf Tiger Mower for $15,989.22 from Herb Turf and Equipment. The second resolution approves a contract with Tenor Wade and Merkin Incorporated for design and bidding services for the village's fiscal year 2027 street program, with an estimated hourly cost. The committee also noted that the shared use path on Bowl Avenue from West 159 to Morgan has been completed and accepted by the Department of Transportation, with grant funds received and the project fully closed out. The Gilbert project, which utilized federal funds for resurfacing, is undergoing closeout, with efforts underway to address significant washout issues on a 14% grade. The 159 sidewalk project is progressing, with Director Doy managing traffic flow and business communications. A stormwater drainage issue on Tanbark, involving both the village's system and an American Illinois American Waters service line leak, was identified and is being addressed, highlighting the importance of early reporting of such issues. A traffic study for Sullivan and Huntwood Road has been submitted to the county for review. A two-month agreement with TAC for services related to wastewater treatment plant EPA standards and licensing has been signed, bridging the gap until a new foreman operator is hired. Additionally, BNSF and Sinclair County Transit are coordinating the installation of new bus shelters on 159, funded through the TIF district. The village administrator was elected to the board of directors of the Downstate Illinois City and County Managers Association.

The Mayor's announcements highlighted two successful community events.
