Franklin Common Council Meeting Addresses Proclamations, Development Agreements, City Attorney Appointment, and Citizen Concerns
The City of Franklin Common Council meeting was called to order, with roll call taken and the pledge of allegiance recited. A proclamation recognizing Muslim American Heritage Month was read and presented. Following this, citizen comments were heard regarding the city engineer's salary, the Putes Road pathway project, noise complaints from pickleball courts, and a memorandum challenging statutory findings for a redevelopment project. The council then approved minutes, made board and commission appointments, and rejected bids for the South Chapel Hill Drive water main relay project. A presentation on stormwater education was given by the Rupike Watershed Initiative Network. The council approved a development agreement with TKG3 Acquisitions LLC for Storage Mart and authorized the creation of Tax Incremental District No. 11 for the Yaskawa America campus development. A resolution confirming the appointment of Christina M. Leasey as City Attorney was approved, followed by the adoption of an ordinance amending the municipal code regarding public construction bids. An agreement for courtroom carpeting was approved, and a resolution authorizing officials to execute a playground recognition and release agreement with Penfield Children's Center was adopted. The council entered into closed session to discuss noise nuisance claims and subsequently voted to disallow these claims. A complaint against HB&H LLC DBA On the Border for various licenses was addressed, leading to the issuance of a summons and the scheduling of a special council meeting for a hearing. The license committee's recommendations were discussed and approved, with some items held for further discussion. Finally, vouchers and payroll were approved, and the meeting was adjourned.
