During the public comment section, residents brought forth issues regarding city sidewalk maintenance and proposed ideas for revitalizing the Bear Mall. Phyllis Koy reported a persistent hole in an electric box cover on a sidewalk, which she had reported to the city but remained unrepaired. Another resident proposed several ideas for the Bear Mall, including installing energy-generating game equipment, creating a prisoner rehabilitation program similar to Brazil's where non-violent offenders power villages with exercise bikes, establishing a plant museum, a theater for children's plays, an indoor playground, an arts and crafts center, a pottery shop, and a sports gymnasium. This resident also plans to discuss honoring the United Farm Workers Organization at Hammond Park with the Parks and Recreation Commission.
Uplift Program Receives CALR Grant for Job Skills and Beautification Efforts
The City of Eureka's Uplift program has been awarded the Community Cleanup and Employment Pathways grant from CALR. This grant will fund the job skills training program, which helps community members re-enter the workforce through vocational training, field experience, and job hunting support. It also assists CalFresh recipients in meeting new work requirements. Participants will attend classroom and field shifts, the latter focusing on litter abatement along public right-of-ways. Participants are considered volunteers and receive a $30 stipend per shift to cover costs like transportation and documentation. Uplift will also host community input meetings and cleanups to foster collaboration on beautification efforts.
City Council Proclaims Support for Katherine Breed's Swim Expedition and Disability Pride Month
The City Council issued proclamations for Katherine Breed's historic Swim California expedition and for Disability Pride Month. For Katherine Breed, the proclamation recognized her undertaking to be the first documented swim of California's entire coastline, covering over 900 miles and facing challenges like cold water, strong currents, and changing weather. Breed expressed her hope to share the ocean's beauty and inspire others. For Disability Pride Month, the proclamation acknowledged the anniversary of the ADA and highlighted disability pride as a means to redefine experiences, challenge bias, and reshape perceptions. The city's fifth annual Disability Pride Fest was scheduled for July 25th, with the theme 'The world is better with us.' The event included various activities, Spanish and ASL interpretation, and partnerships with community organizations. The Get Out and Play Day on July 25th also incorporated the Disability Pride Festival, featuring numerous recreational activities across 16 locations throughout Eureka.
Solid Waste Rate Increase Discussion Continued by City Council Amidst Concerns
The City Council discussed and ultimately voted to continue the public hearing regarding the annual rate review for solid waste collection services provided by Recology. The proposed rate increase was 8.52%. During the discussion, council members raised concerns about rising insurance costs, significant increases in bad debt, and the overall trend of escalating rates that outpace inflation and CPI. Recology representatives explained that increased insurance costs are due to industry-wide risk and accidents, while bad debt increased due to the removal of a special assessment process. The proposed rate increase was attributed to several factors including solid waste disposal costs, recycling processing costs (driven by decreased recycling volume and lower commodity values), green waste processing, IT infrastructure, HR, legal, insurance, and bad debt. The vote to approve the increase failed due to a lack of majority. The council then voted to rescind the prior vote and continue the discussion to a future meeting to allow for more council members to be present and to further address concerns. They also discussed the possibility of implementing composting measures in the future, which may lead to additional rate increases.
