Aden Woods Subdivision Phase 2 Improvements Accepted
Item 11A, Resolution 47-26, regarding the formal acceptance of subdivision improvements associated with Phase 2 of the Aden Woods subdivision, was presented. A motion to approve was made and passed unanimously by the board (4-0). No questions were raised by the board members.
Cumberland Estates Subdivision Improvements Deferral Requested Due to Unanswered Questions
Item 11B, Resolution 48-26, concerning the acceptance of subdivision improvements for Phase 3 and Phase 3A of the Cumberland Estates subdivision, was deferred. Commissioner Buffalini expressed concerns and had questions regarding water runoff and collapsing ditches, but noted that no one from the planning department was present to answer them. He also mentioned outstanding issues from a previous phase. The City Attorney clarified that legally, this phase must be considered on its own merits, and issues from a prior phase cannot hold up the approval of the current one. However, due to the critical nature of Commissioner Buffalini's questions and the absence of the applicant and planning staff, a motion to defer the resolution was made and approved.
City Renews Services Agreement with Locality Media LLC DBA First Due
The consent agenda included the approval of Resolution 42-26, authorizing the mayor to execute the second renewal of the services agreement between Locality Media LLC DBA First Due and the City of Fairview, Tennessee. The resolution passed as part of the consent agenda.
WAVES Organization Highlights Lifelong Support Services for Individuals with Disabilities
Stacey Davis, CEO of WAVES, presented an overview of the organization's services, which support individuals with intellectual and developmental disabilities throughout their lives. WAVES was founded in Fairview in 1973 and provides services at low or no cost to families, with reimbursement from Medicaid and TennCare waivers. Services include early learning programs for over 550 children, with developmental therapy provided in-home. The organization also offers adult services, including a day program, residential services in four homes, and employment support. Gary Anderson, a board member and family member of a WAVES participant, shared a personal testimony about the organization's positive impact on his brother, Jeff, since 1978, highlighting its role in providing community and a place to belong. The presentation emphasized the importance of early intervention and lifelong support for individuals with disabilities, fostering independence and quality of life. Several upcoming events were mentioned, including Brews and Grooves on September 17th and a food truck event on August 7th. Commissioner Buffalini commended WAVES' podcast.
Board of Zoning Appeals Welcomes New Member Amidst Discussion of Potential Membership Expansion
During the discussion of Resolution 38-26 for the Board of Zoning Appeals (BZA), Commissioner Hall raised a question about increasing the board's membership from five to seven members, similar to the Planning Commission, due to the new zoning ordinance increasing the board's meeting frequency. City Manager Carter indicated that increasing the membership beyond five might require legislative action as five is typically a statutory number for BZAs, though he would research the possibility and the mechanism for doing so. He noted that many BZAs have five members and function well. Quorum for the five-member board is three. Candidates David Bynum (Architect), Brian Christensen (Finance with real estate concentration), Craig Cropper (Log home builder, historical restoration), and Emily Warren (worked for home builder, served on Planning Commission) presented their qualifications. The board nominated and elected Emily Warren to the Board of Zoning Appeals. Mr. Carter will investigate the feasibility of increasing the BZA size to three, five, or seven members and the process required.
