Board of Supervisors 7-13-2026
Published: Jul 13, 2026
Township Faces Project Delays Due to External Agency Issues
The board discussed time extensions for various projects, with the primary reasons cited being delays from external agencies like DEP and PennDOT. Specific examples include Rock Vale (consultant request), High Foundation (waiting over 4 months for DEP), Lancaster Archery (DEP and PennDOT issues), and Mr. Petersheim at 702 Hartman Station (traffic engineer conditions). North Sound Neighbor Road required zoning approval from Upper Leacock. The board acknowledged that these delays are generally outside the township's direct control, despite fees being paid.
East Lampeter Township Considers Zoning Amendment for Hotel Adaptive Reuse
The Board of Supervisors accepted a proposed zoning ordinance text amendment regarding the adaptive reuse of hotel properties in the C2 and C3 zoning districts and authorized its distribution to planning partners for review. This amendment aims to establish a new use, termed adaptive reuse, within specific C2 and C3 zoning districts, with limitations including a maximum of 50 units and a requirement for the project to be organized and brought forth by an agency like the Redevelopment Authority or similar non-profits. The proposed ordinance is set up as a conditional use and is intended to facilitate the conversion of these properties into affordable or workforce housing, aligning with the township's comprehensive plan. The board also authorized sending the proposed amendment to the planning commission and county planning commission for review, with a target hearing date in August.
Plan Termination Approved for Stormwater Management at 821 Morning Road
The board approved the declaration of plan termination for Gary Kunkle's stormwater management plan at 821 Morning Road (incorrectly listed as Lime Road in motion). This termination is contingent upon Mr. Kunkle bringing his escrow account up to date, which will allow funds to be released back to his neighbor. The original plan involved a stormwater management basin and an expansion, but issues arose between Mr. Kunkle and his neighbors, leading to a different approach under a small exemption for residential stormwater management. Recording the plan termination is the final step before Mr. Kunkle can settle his escrow account obligations.
Trail Projects Advance, Storm Damage Addressed by Township Staff
Updates were provided on several infrastructure and trail projects. The Willow Road culvert replacement is complete, awaiting trail system connection by High. The Strasburg Pike to Oakview Road Trail has had its final walkthrough with minor punch list items remaining; it offers a great loop system and is inviting to the community. The Hampstead and Greenfield Road intersection also had a final walkthrough with more punch list items. The original portion of the Lancaster Heritage Pathway, including the Walnut Street extension, has been finalized with DEP, and township staff will install trash cans and dog waste stations. The board expressed appreciation for the township staff's handling of recent storm damages, particularly in Community Park, which sustained significant damage and required extensive cleanup by public works staff. Other parks like Florin Park and Lafayette also experienced some damage, but key areas were reopened quickly. The township is tracking costs associated with storm cleanup and exploring potential state or federal reimbursement.
Sewer Planning Module Approved for New Dunkin' Donuts
The board approved a resolution for a sewer planning module for Dunkin' Donuts at 1625 Old Field of Lancaster. The proposed location, formerly a Union Bank, has been vacant. The new Dunkin' Donuts, based on its seating count, will require two additional equivalent dwelling units (EDUs) for sewer capacity.
