East Greenwich Council Appoints Members to Planning Board, Housing Authority, and Other Commissions
The East Greenwich Town Council made several appointments to various town boards and commissions. Alexis Meyer was appointed as a full member of the Planning Board, and Michael Ford was appointed as an alternate member. Marie Therese Shaughnessy was appointed as a commissioner to the Housing Authority. Laura Giusti was appointed as an alternate member to the Juvenile Hearing Board. Raymond Cleaver was reappointed to the Board of Canvassers. Julian Frey and Sierra Grasso were appointed as alternate members to the Zoning Board of Review. Brian Quartz was reappointed to the Kent County Water Authority Board of Directors, and Thomas Assad Jr. and Jimmy Hill were reappointed to the Code Management Commission and Cove Management Commission, respectively.
East Greenwich Approves Quarterly Sewer Billing, Eliminates Deduct Meter Program
The East Greenwich Town Council considered and approved the third reading of an ordinance to amend Chapter 197, Article 3, regarding sewer use. The ordinance modernizes wastewater billing practices by transitioning from an annual to a quarterly billing cycle and eliminating the residential deduct meter program. The quarterly billing aims to align revenue collection with operating costs, improve cash flow, and enhance customer service with smaller, more predictable bills. The elimination of the deduct meter program is due to administrative complexity, difficulty in verification, and the fact that a 20% allowance for outdoor water use is now applied uniformly to all residential customers, rendering the deduct meter program redundant for most. The town also clarified that sewer fees are collected in an enterprise fund and are not transferred to the general fund. Public comment expressed concerns about recent cost increases and the immediate implementation of quarterly billing, as well as the impact on those who recently invested in deduct meters. The council decided to approve the ordinance for quarterly billing while deferring the decision on deduct meter reimbursement to a future meeting, aiming to establish a policy for potential compensation for recent deduct meter installations.
East Greenwich Council to Address E-bike Safety and Ballfield Hazards
During the public comment period, residents raised concerns about e-bikes, scooters, and general disregard for pedestrian safety and crosswalks. The council agreed to ask the town manager to request increased police patrols to address these issues. Additionally, concerns were reiterated regarding the safety at Craigen Field due to baseballs not being contained, leading to potential hazards for spectators and property damage. The council acknowledged the use of impact fees for park upgrades and will consider addressing this safety concern.
