Traffic Signal Easement Approved for Gateway Project at Coco Avenue and Ridge Road
The board authorized the execution of a traffic signal easement at the intersection of Coco Avenue and Ridge Road for the Gateway project. This project involves the installation of a rectangular rapid flashing beacon at this intersection. The easement area is approximately 300 square feet on the Hershey Public Library property at 701 Coco Avenue.
Hershey Elementary School Plan Approved with Modified Trail Connection Conditions
The board approved modifications to the conditional approval for the preliminary final land development plan for Hershey Elementary School (Plat 1414). The original condition required the applicant to provide a connection from their trail to Coco Avenue prior to receiving a certificate of occupancy. However, the Hershey Trust Company, which owns adjacent property, declined to grant the necessary easement. The school district requested an amendment to this condition. The board amended the condition to require a connection between the existing paved path near the Hershey Public Library and Coco Avenue. Additionally, a waiver for sidewalk installation along Governor Road was revised to be conditional on this trail connection to Coco Avenue and sidewalk extension to the pedestrian crossing at Homestead Road and Governor Road. This modification allows the school district to proceed with recording their plan and begin construction.
Derry Township Explores Expanding Medical Marijuana Zoning Districts
The board considered a text amendment to the zoning ordinance to allow medical marijuana dispensaries and grower processors in additional zoning districts beyond the current limited compatibility district. The proposed amendment would permit dispensaries in general commercial and medical campus central districts, and grower processors in the industrial district. Numerous safeguards are incorporated to protect adjacent properties and minimize operational impacts, while avoiding regulation of matters already covered by state law. Board members discussed potential future implications of recreational cannabis legalization and asked for clarification on specific setback requirements and security measures.
Sewage Facilities Planning Module Approved for Dartmouth Road Subdivision
The board authorized the chairperson to sign Section K of Component One of the sewage facilities planning module for the preliminary final subdivision plan for 1115 Dartmouth Road (Plat 1421). This approval is an exception to the requirement to revise the official plan. The two lots being created are large (12.93 and 15.98 acres) and will be served by on-lot septic systems, with tested backup areas. The township's sewage enforcement officer and planning commission have already signed off on Component One. This decision addresses the sewage planning adequacy for the subdivided lots.
Hershey Halloween Parade Authorization Approved
The board authorized the township to conduct the 78th annual Hershey Halloween Parade. The parade route remains consistent with recent years, starting and ending at the Dair Township Community Center, with the route passing through Cocoa Avenue, Elm Street, and Ridge Road onto Chocolate Avenue. Financial impacts are primarily related to police coverage and staff time, with expenses significantly reduced by volunteers, sponsorships from Hershey Federal Credit Union and The Hershey Company. The Parks and Recreation Department recommended approval, which was subsequently granted by the board.
