City Council Extends TIRZ Number Two Term by 10 Years, Approves Amended Financing Plan
The City Council held a public hearing and took action on an ordinance extending the term of Tax Increment Reinvestment Zone (TIRZ) Number Two by 10 years, from 2063 to December 31, 2073. This extension, along with an amended and restated project and financing plan, aims to align with the Public Improvement District (PID) bonds and recapture development time lost between 2013 and the present. The amendments to the plan include specific project costs and allow TIRZ funds to reduce PID assessments for homeowners. Additionally, the developer will remove agricultural exemptions, contributing a portion of property taxes to the general fund, with the remainder going to the TIRZ fund for project costs and PID assessment reductions. The council approved the ordinance unanimously.
City Council Receives Budget Update Highlighting Capital Needs and Tight FY27 Outlook
City staff provided an update on the budget progress, highlighting the addition of capital needs into the general fund. While Fiscal Year 2026 reserve days remain unchanged, Fiscal Year 2027's anticipated reserve days decreased by 2.3 days due to these capital additions. Major capital needs identified include a cemetery backhoe, IT upgrades, public safety gear, refuse equipment, two residential side-load trucks, and a temporary fire station. The utility fund reserves also remain unchanged for FY26 and FY27 projections. The city anticipates a tight FY27 budget due to infrastructure needs, with a projected maximum issuance of about $20 million. A significant upcoming cost is the city's share for a tech stock project in 2029, for which they are currently short by approximately $900,000. The proposed budget will be filed by July 31st, with further updates planned for August and September before adoption.
Public Hearing for Preston Harbor PID Extended to August 3rd
The City Council continued a public hearing for the Preston Harbor Public Improvement District (PID) service and assessment plan until August 3rd. The PID assessments will finance infrastructure for the development, and these assessments will only be paid by residents within the Preston Harbor PID. The PID bond closing was postponed to August, leading the developer to request the continuation of the hearing and action on the ordinance. The council approved the motion to continue the public hearing and table action on the ordinance until August 3rd.
