Vernon Avenue Right-of-Way Annexation Approved for Corporate Limit Cleanup
City Council approved Resolution 26-55, concerning the annexation of a 0.427-acre strip of land on the south side of Vernon Avenue, adjacent to a property under development. This annexation cleans up corporate limits by bringing the entire roadway right-of-way into the city. While the city will not provide direct services to this annexed strip, it will share in future maintenance costs should the road be repaved. The developer will bear the costs of current roadway improvements, including repaving and adding curb and gutter to the south side. The annexation is considered a cleanup item to align with current annexation practices of annexing to the center line of roads.
No-Parking Zone Established on Lake Street to Improve Traffic Flow and Accommodate Developments
City Council approved Resolution 26-56, establishing a no-parking zone on the west side of Lake Street between 305 and 339 Lake Street (north of Joy Avenue to the White Sands entranceway). This change aims to accommodate increased traffic volume, including from the Greenwood Commons and The Flats on Sugar Run developments, and to allow for necessary road improvements like a right-turn lane. On-street parking in this section was used less than 10% of the time, and affected residents have off-street parking options. Driveway aprons were widened as part of the project. The resolution included an emergency clause to allow for immediate striping once paving is complete.
GTZ Annexation Approved on Bowtown Road to Align with Construction Schedule
City Council approved Ordinance 26-30 for the annexation of approximately 15.827 acres known as the GTZ annexation. Located on Bowtown Road, north of the Trailhead development (which includes a Chick-fil-A), the annexation is considered an emergency measure to align with an accelerated construction schedule and facilitate coordination between the city and GTZ. Staff confirmed no concerns with the annexation.
New Grants Administrator Position Added to Management Pay Plan
City Council approved Ordinance 26-36, amending the management pay plan to add a new position: Grants Administrator at the M8 level. This position is intended to backfill duties previously handled by a retired Development Planner and expand coverage of city-wide grants. The role was placed at the M8 level after market data analysis. The ordinance also removes the Airport Operations Supervisor (M7 level) from the pay plan, which is a cleanup item as the position was retitled to Airport Manager in a previous compensation study. Staff recommended approval to begin recruitment for the Grants Administrator position.
Ohio Wesleyan University Property Streets and Alleys Vacated
City Council held a third reading and approved Ordinance 26-27, vacating Hay Street, Walnut Street, Harrison Street, and four public alleys on property owned by Ohio Wesleyan University. These streets and alleys are largely undeveloped or have been integrated into university facilities. The vacation was approved by the Public Works Committee and Planning Commission, with no objections raised during the public hearing. A similar vacation (Ordinance 26-28) for Jane Road was also approved.
