City Authorized to Apply for $13 Million Texas Water Development Board Grant
The City Council authorized the city manager to submit a grant application to the Texas Water Development Board (TWDB) for the Water Supply and Infrastructure Grant (WSIG) Program. The city is seeking $13 million to potentially fund the second phase of its Colleen Cove replacement project. This project aims to increase water supply capacity and provide water loss mitigation. The grant, if awarded, would allow existing funds allocated for this project to be redirected to other city needs. Staff engaged Strand Engineering Group to assist with the application, acknowledging that the city's median income is nearing the upper limit for competitive consideration. The application is for a project already at 60% design, with final design expected soon.
Police Department Annual Report Shows Population Growth, Mid-Range Crime Rates, and Strong Clearance Record
The Police Department presented its 2025 annual report, noting a 11% population increase since 2021, making Coppers Cove the 93rd largest city in Texas. Despite staffing shortages (averaging 48 sworn officers out of 54 positions), the department managed over 28,000 calls for service, with officers self-initiating an additional 26,000 incidents. Average response time for calls is under eight minutes. The department made 1,900 arrests and conducted nearly 14,000 traffic stops, issuing just under 4,500 citations. While overall crime rates are mid-pack compared to similar-sized Texas cities, the department ranks eighth in clearance rates. The report detailed efforts in narcotics, mental health response (600 calls handled by the mental health unit), fugitive apprehension, and fraud prevention. Part one crimes show a decrease, except for sex offenses and motor vehicle theft, while Part two crimes also saw fluctuations. The department highlighted strong community legitimacy and proactive policing efforts.
City Manager Reports on Street Maintenance, Park Dredging, Grant Status, and Strategic Planning
City Manager Ryan Haval provided updates on several key city projects and activities. The street maintenance plan will be presented on August 4th. Public Works received a permit from TxDOT for improvements on FM 116. The City Park pond dredging is complete, increasing its average depth to five feet, though it remains hazardous. The Citizens Leadership Academy begins in August with a full roster. A strategic and marketing communication plan town hall had 30 resident and business owner attendees. Progress on the Parkland Dedication Ordinance has been slower than desired, with a final report forthcoming. A unified impact fee study presentation is scheduled for August 4th. Grant updates include the EDA project moving forward, OLDCC planning grant closed, DIP grant awaiting approval for Highway 9 overlay, and the DAG grant facing risk due to Tesla backing out of a battery backup system contract. The Railroad Crossing Elimination (RCE) grant is proceeding well.
City Council Appoints Board Members and Chairperson for Tax Increment Reinvestment Zone Number Two
The City Council appointed three representatives to the Tax Increment Reinvestment Zone (TIRP) Number Two board of directors: Dale Treadway (Place 1), Brady Dewald Diaz (Place 2), and John Hail (Place 3). Brady Dewald Diaz was also appointed as the chairperson of the board. These appointments are a necessary step following the recent ordinance establishing the TIRP, aimed at moving forward with the preliminary plan, finalizing it, and establishing the TIRP for community use. The council members discussed the nomination and appointment process, ultimately agreeing on the three individuals and Diaz as chair.
Citizens Express Concerns Over Rising Water Rates and Tiered System
During the citizens forum, Daniel Hallbecker and Ray Payne voiced concerns about the rising water rates and the proposed tier system. Hallbecker argued that impact fees should be levied on developers rather than solely on citizens, especially since developers have a greater impact on the city's water system. Payne echoed these sentiments, noting a significant increase in his water bill since 2003 and mentioning that a street maintenance fee had recently been added to water bills. Both expressed a desire for the council to explore ways to alleviate the burden of water rate increases on residents, suggesting that impact fees could help offset costs associated with necessary water infrastructure improvements and future water purchases.
