City Explains Decision to Fly City Flag Instead of New State Flag
During the open mic portion, a resident inquired about the city's policy on flying the new Minnesota state flag at city buildings. Staff explained that the city council had previously discussed the matter in a work session on November 12th, 2024. Since there is no state law mandating flag display, and the state flag was only flown at City Hall, the council directed staff to implement the use of a city flag as a compromise. Consequently, the old state flag was replaced with the city flag at City Hall. The city possesses one old and one new Minnesota state flag.
Faith Lutheran Church Receives Fee Waiver for Portable Stage Use
The council approved a waiver of half the fees for Faith Lutheran Church's use of the portable stage for two summer dates in 2026. The church, a community partner, will use the stage for events, and in return for the fee waiver, they are required to sign an agreement and provide liability insurance listing the city as an additional insured. This waiver amounts to $540.
Council Praises High School Redevelopment Projects
The council acknowledged student projects from Rapids High School's civil engineering and architecture classes, many of which focused on redevelopment across Rapids. Council members praised the thoughtfulness and quality of these projects, recognizing them as valuable for students learning about city development and codes. One specific need identified from the projects was for indoor basketball courts.
City Council Approves 2025 Financial Report and Reviews Electronic Payments
The council accepted the 2025 Annual Comprehensive Financial Report (ACFR) and approved its submission for the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting program. The city has received recognition from this program since 1975. Additionally, the council received the schedule of electronic payments made between May 14th, 2026, and May 27th, 2026. Council members congratulated staff on the outstanding, clean, unmodified audit report.
Right of Entry Agreement Accepted for Sweet Senior Living Development
The council accepted a Right of Entry Agreement with Land Co-Investments of Rapids LLC for the undeveloped property at 725 96th Avenue Northwest, designated for a 32-unit assisted living and memory care facility called Sweet Senior Living. This agreement allows the city to access the private utility and drainage systems on the property for hydrants, valves, and flushing the water system, ensuring public safety. The property owner retains ownership and maintenance responsibilities.
