Permit Approved for Little Blues Traveling Zoo at Touch-a-Truck Event
The Coon Rapids City Council conducted a public hearing and approved a non-domestic animal exhibition permit for Little Blues Traveling Zoo. The permit allows the zoo to provide a petting zoo at the Riverdale Village Touch a Truck event on July 2nd at 12701 Riverdale Boulevard. All necessary application documents, including site plans, proof of liability insurance, and animal health records, were submitted and reviewed. City code requires a public hearing prior to issuing such permits. The motion to approve was made by Councilmember Geisler and seconded by Councilmember Novak.
Coon Rapids Implements Water Conservation Measures Amid Drought Warning
The Coon Rapids City Council discussed and approved water conservation measures in response to a drought phase declared within the Mississippi Headwaters watershed. The measures, recommended by staff and the emergency board, include limiting irrigation and garden sprinkling to hours between 4 a.m. and 9 a.m., in addition to the existing odd-even watering ban. Non-domestic water usage, such as washing vehicles, equipment, buildings, and paved surfaces, and ornamental fountain use, will be limited. These measures aim to reduce water usage to 50% higher than January levels, a significant decrease from current July consumption which is two to two and a half times higher than January. The council amended the proposed language to use 'limiting' instead of 'restricting' for non-domestic usage to encourage thoughtful conservation rather than outright prohibition. Exemptions are in place for new sod. These measures will remain in effect until the drought phase is canceled.
Industrial Development Approved for Former Barry Plastic Site
The Coon Rapids City Council approved the preliminary and final plats for Rapids Industrial Second Edition, located on the former Barry Plastic site. United Properties plans to construct a 147,000 square foot industrial building on the 16-17 acre site, which is currently occupied by Larson's Manufacturing. The Planning Commission had previously approved the site plan and recommended approval of the preliminary plat. The approval involves creating a platted lot from an existing outlot with minor boundary adjustments. Conditions for the final plat approval include addressing all engineering comments, paying a park dedication fee of $7,500, and vacating existing easements.
Former Fire Station Site Approved for Eight-Home Development with Variances
The Coon Rapids City Council considered and approved a request for a preliminary plat and variances for the Martnick Art development, located on the former Fire Station Three property at 2831 113th Avenue Northwest. The project by Ibis LLC proposes eight single-family lots on the 2025-rezoned LDR3 property. Variances were requested and approved for lot depth (95 ft, 111 ft, 105 ft), lot width (5 ft below 60 ft minimum for two lots, 4 ft below minimum for one lot), and lot area (5,800 sq ft and 6,600 sq ft for two western lots) due to constraints from the 113th Lane Northwest right-of-way and a deep sewer pipe easement running through the property. City staff recommended approval, finding the variances in harmony with the city code and comprehensive plan, and merited by practical difficulties. Conditions for approval include addressing engineering comments (specifically relocating utility sewer connections to the street), paying a park dedication fee of $20,000, and approving a developer's agreement. The development also includes a stormwater filtration basin and exceeds landscape ordinance requirements with proposed tree plantings.
Cardinal Crest Development Rezoning to LDR3 Introduced by City Council
The Coon Rapids City Council considered and approved the introduction of an ordinance for planning case 26-11, rezoning the Cardinal Crest development property from LDR2 to LDR3. The property is a 4.47-acre lot at 9050 East River Road, adjacent to Adams Elementary School, owned by Harstead Hills Incorporated. The rezoning is requested to allow for slightly narrower lot widths, enabling the construction of 14 single-family homes, an increase from the 11 units previously approved in 2024. Proposed lots meet or exceed LDR3 standards for depth and size, with widths at the minimum 60 feet. The development includes stormwater ponds and an HOA. The preliminary plat, final plat, and final decision on the rezoning will be presented at a future meeting.
