The City Council considered Ordinance Number 2026-010, which adds Chapter 9.90 to the Chino Municipal Code to prohibit the retail sale of flavored tobacco products, nitrous oxide, kratom substances, and drug paraphernalia. The ordinance passed unanimously, with strong support from the Police Department and a substance use prevention nonprofit, Reach Out.
Chino Approves Conceptual Design Funding for New Public Works Administration and Fleet Facility
The City Council approved establishing Project PF273 for a new Public Works Administration Building and Fleet Facility. They authorized appropriating $94,180 from the Development Impact Fee General Facilities Fund and awarded a professional services agreement for conceptual architectural design services to PBK Architects of California for the same amount. This project is intended to address the current Public Works facility's limitations, including space, outdated configuration, and aging building systems, to meet current and future service demands as the city grows.
Chino Adopts Comprehensive Zoning Code Update Aligned with General Plan, Streamlining Approvals and Modernizing Land Use
The City Council considered a comprehensive zoning code amendment (PL24-0146) and zoning map amendment (PL25-08) to align with the 2045 General Plan. The update aims to ensure consistency with the General Plan, streamline the code for economic development, and meet state law requirements. Key changes include reorganizing the code into seven series for easier navigation, streamlining approval processes by making more uses 'by right' (e.g., drive-thrus), implementing statewide standards for warehouse and industrial uses (AB 98) to limit air pollution and truck traffic, revising parking standards for shopping centers, restaurants, and residential neighborhoods, and creating new land use designations such as Residential Mixed-Use (RMU) and Boulevard Mixed-Use (BMU). The Planning Commission recommended adoption on June 17th, and the council adopted the ordinances by a vote of four yes and one no.
