Bryan Barracuda Swim Team Honored for Record-Setting 2026 Season

Concerns Raised Over Flock ALPR Camera Data Security and External Access
During the citizen comments section, Ivan Svirček raised concerns about the widespread use and search of Flock ALPR (Automatic License Plate Reader) cameras in Bryan and across Texas. He presented data indicating that between April 1st and April 15th of the current year, Bryan PD searched their Flock network 337 times, while other organizations conducted 198,286 searches of Bryan's camera data from 409 different entities. Svirček questioned the control over this data and whether it truly served local law enforcement or a broader network, citing searches from entities outside the county and state. John Hamilton also spoke about cybersecurity vulnerabilities of Flock cameras, highlighting that the city was seeking AG approval to redact camera locations while they are publicly known and broadcast signals. He noted that warnings about vulnerabilities were not effectively relayed to the police department and questioned the city's partnership with Flock due to these security issues.
City Council Approves Lifetime Grandfathering for Original Solar Customers Amidst Net Billing Policy Debate
The city council discussed proposed changes to the Residential Solar Net Billing policy, specifically how excess solar energy exported to the grid is compensated. BTU, the municipal utility, proposed shifting from net metering, which compensated solar customers at the full retail rate, to net billing, which compensates at a lower avoided cost rate (3.76 cents/kWh). This change aims to address cost shifting from solar customers to non-solar customers and align compensation with the actual market value of energy. The proposal included a transition period for existing solar customers, with compensation levels decreasing over time based on their installation year, ranging from six years for recent installations down to one additional year for older ones. Several council members expressed concerns about fairness and reasonable expectations for existing solar customers, while others emphasized BTU's responsibility to all ratepayers and fiscal responsibility. After considerable debate, the council ultimately voted to approve a motion to amend the ordinance to grandfather in original solar customers for their lifetime, provided they occupy the property and continue to use the solar systems, as long as they remain original parties to the agreement. This motion was passed.
Downtown Bryan Removes Two-Hour Parking Limit on Main Street Center Islands
The city council voted to modify a previous decision regarding parking regulations in downtown Bryan. The action removes the two-hour parking limit on 87 spaces located in the center islands of Main Street, between 23rd and 26th Streets. Staff is directed to monitor the effectiveness of this change and report back, with the possibility of reinstating time limits if necessary. The change is intended to improve parking availability and customer access to downtown businesses.
