Watertown East Final Plat Approved by Board of Alderman
The Board of Alderman voted to approve the final plat of Watertown East, an ordinance that creates two conforming lots after a previous lot split. This process falls under the platting process, although standard infrastructure development components do not apply as it is in a developed area. The plat ensures specified access to a driveway off Highway 32, accommodating future development around an existing car wash. The approval was recommended by the Planning and Zoning committee and passed with a unanimous vote.
Board Establishes Clearer Rules for Agenda Submissions and Citizen Comments
The Board of Alderman discussed revising their procedures for submitting agenda items and addressing citizen comments. Currently, agenda items must be submitted four hours before a meeting, and non-agenda items by 5:00 PM the Friday prior, but these rules are not consistently enforced. The board debated whether to strictly adhere to these rules, change them, or maintain flexibility. A key concern was ensuring adequate notice to the public about topics being discussed, especially for non-agenda items, to allow for counterpoints. Ultimately, the board voted to require requests to address the council, whether for agenda or non-agenda items, to be submitted by the end of the business day on the day of the meeting. The mayor's discretion to recognize speakers was also affirmed. Discussions also touched upon the role of committees and citizen involvement in city governance.
City Debates Future of Flock Cameras Amidst Privacy and Oversight Concerns
The Board of Alderman discussed the use of Flock cameras within the city, including concerns about data storage, potential misuse, and the need for citizen oversight. While the cameras are operational and have been used in at least one case, significant questions remain regarding data privacy and security. Two primary options were presented: establishing a citizen oversight committee or discontinuing the use of the cameras altogether. The board acknowledged the concerns raised by citizens and some board members, indicating a need for further exploration before committing to continued use or expansion of the Flock camera system. The discussion also included a brief mention of safe haven baby boxes as a potential community resource.
City Receives Clean Audit Opinion for 2025; Federal Compliance Audit Also Completed
Rebecca Baker, a CPA and partner with KPMCPA, presented the city's audited financial statements for December 31st, 2025. The city received an unmodified or clean opinion, which is the best possible outcome. The audit also included a federal compliance audit due to the city spending over a million dollars in federal funds. The general fund saw a decrease in revenues by $687,000 from the previous year, largely due to ARPA money no longer being present. Sales tax revenue increased by $27,000, and interest income increased by $400,000. Total expenses in the general fund decreased by $3 million, partly because police expenses are no longer included in this fund. The general fund balance increased by $941,000, resulting in a total of $18.8 million. The street fund revenues increased by $2.3 million due to grants, including a HUD grant for the East Loop project and TAP grants. The recreation facility fund revenues increased by $112,000, while expenses increased by $262,000, requiring a $1 million transfer from the general fund. The newly established public safety fund had revenues of $3.2 million and expenses of $4.7 million, resulting in a $1.5 million deficit covered by a transfer from the general fund. The audit report found no findings in internal control over financial reporting or over major federal programs, and no instances of non-compliance.
Alderman Comments Highlight Disc Golf Champion, Flock Camera Concerns, and Safe Haven Baby Boxes
During Alderman comments, Calvin Hinsley was recognized for winning the Missouri High School Disc Golf State Championship and being the putting champion at the Junior World Championship. Additionally, Mr. Ross brought up the issue of Flock cameras, detailing concerns about data privacy, storage, and misuse, and suggested either implementing a citizen oversight committee or discontinuing their use. Concerns were also raised about the operational status and necessity of these cameras. The board also briefly discussed the potential for establishing safe haven baby boxes in the community.
