Sidewalk Improvement Agreements Approved for North Side of the Square
The city is proceeding with cooperative sidewalk improvement projects on the north side of the square. Three ordinances were approved authorizing agreements with Pulk County Investments LLC, Bolivar First National Building LLC, and GRB of Bolivar LLC. The city will provide expertise and labor for sidewalk construction, while the property owners will provide materials. While the current agreements cover only a portion of the north side sidewalks due to ongoing negotiations with other landowners, the city views completing at least half as positive movement. The work on the eastern half of the block is intended to commence first.

Bill number 2026-33, Ordinance number 4140, concerning the readoption of the city code related to conflicts of interest for the governing body (section 117.010), was approved on its first and second readings. This readoption is a required periodic measure, reportedly every two years, to ensure compliance with legislative requirements. The details of the conflict of interest definitions were available in the packet.

City Approves Lease for New Phone System from CPI
The board approved a motion to accept the bid for a new phone system, recommending the lease option from CPI (Copy Products Inc.) out of Springfield. This decision comes as the current phone contract expires on August 1st. The lease option is recommended over purchasing the equipment due to its comprehensive coverage, including security updates and replacements, avoiding future upgrade costs. Reference checks for CPI were positive. The new system is planned to go live on August 1st.
City Council Approves 180-Day Moratorium on Data Center Construction to Define Zoning Laws
The board discussed the potential development of data centers and the associated impacts. Residents and officials expressed concerns about water usage, electricity consumption, infrastructure strain, and the type of cooling systems. A motion was made and approved for a 180-day moratorium on new data center construction to allow time for defining zoning laws and addressing concerns. The moratorium's enforceability was discussed, with the understanding that it serves as a public statement of intent until formal ordinances are in place. Staff will work on drafting proposed zoning regulations, potentially including size limitations (e.g., under 100,000 sq ft), restrictions on evaporative or high-horsepower hydraulic cooling systems, and requirements for wastewater treatment and power usage disclosures. The county's statement regarding careful review of options and balancing community concerns with property rights was also noted.
