Council Approves Heritage Oak Removal, Critiques Tree Ordinance

The City Council retroactively approved the removal of a hazardous 60-inch diameter Coast live oak at the Atascadero Senior Center. The tree had died naturally from a scale bug infestation and was removed by city staff on July 10th due to its hazardous condition. As a designated heritage tree, its removal requires council approval, and the hearing focused on appropriate mitigation. Staff recommended planting a 15-gallon replacement Coast live oak on-site, grinding the stump, irrigating, and monitoring for four years, with the condition that the replacement must be planted within one year of the permit approval. The council also discussed and expressed concerns about the city's tree ordinance, particularly regarding fees and arborist report requirements for dead trees, and directed staff to review the ordinance for potential amendments, especially concerning dead trees and fee structures. The council also agreed to explore legal avenues to refund the permit fee paid by the Senior Center for the tree removal.
