Hotel Aken Redevelopment Project Extended with Financing Period Adjustment
The City Council unanimously approved the first reading of an ordinance authorizing a supplement to the agreement for the sale of property related to the redevelopment of Hotel Aken and surrounding properties downtown. This supplement aims to extend the due diligence period to allow for the completion of financing, which involves complex arrangements including tax credits and general project financing. The closing is anticipated to occur in August 2026. Councilwoman Brol made the motion, seconded by Councilman Waldo.
City Council Session Features Public Input, Honors Contributions, and Addresses Property Matters
During the meeting, various public comments were made. Diane Lens shared a positive sentiment about the city's character initiative featured in the July water bill, praising the monthly character trait of 'courage.' The City Manager highlighted the water bill newsletter as an effective communication tool reaching over 19,000 accounts. The City Manager also announced the naming of a room at the Center for African-American History, Art, and Culture in honor of Lawrence, Larry, and Audrey Ogaltree, recognizing Larry Ogaltree's significant contributions as a board member and chair of the Board of Zoning Appeals for 33 years. A dedication event is planned for September. Additionally, positive comments were received regarding the city's summer flower displays, credited to Aaron Campbell and the Buildings and Grounds team. Finally, the council entered into an executive session to discuss lease of city-owned property, contract negotiations, and legal advice related to pending claims concerning 213 Richell Avenue West, before returning to public session to authorize contractual discussions with attorney Lauren Martell and notify the tenant at 213 Richland Avenue West to vacate within 20 days, or face legal action. The meeting concluded with adjournment.
Organizations Address Homelessness, Highlight Need for Collaboration and Resources
Diane Lens, a volunteer with C4 Impact, introduced herself to the City Council and spoke about the profound need for addressing homelessness in Aken. She highlighted C4 Impact's current efforts to reverse the cycle of homelessness by providing support and working towards getting people housed. She mentioned the organization's model is effective and changing lives, and she is recruiting volunteers for their training program. Lens also noted that C4 Impact is holding a fundraiser to secure down payments for housing and replace a van used for transporting people to jobs. Kirk Johnson, pastor of Law Sheet Ministries, also spoke about his organization's work with the homeless, emphasizing the need for the city to contact them when problems arise. He mentioned successfully housing a homeless individual and the need for proactive outreach. Lex Perry, pastor of C4 Impact, provided an update on the organization's progress, noting they housed a family of three and are opening their sixth location to house three men, which will free up space in their on-ramp program. He stressed that their approach is a long-term relationship, not just a program, and they are seeking community support, including help with a van and influential partners. A gentleman mentioned a potential job partner with homes who wants to work with C4 Impact. Another update mentioned a 'Healthcare for the Homeless' event on August 3rd at their health center, which will include vendors, nonprofits, and screenings, with the Salvation Army providing lunch.
City Council Approves Rezoning for Commercial Development and Annexations
The City Council considered two rezoning items and an annexation with rezoning. First, an ordinance to rezone 2.35 acres on Rudy Mason Parkway from residential single-family RS10 to general business (GB) was approved on second reading. This change aligns the property with the comprehensive plan's future land use designation for commercial uses. The planning commission unanimously recommended this change. Second, an ordinance to annex 877 Doherty Road, zone it as planned commercial, and approve a concept plan for a heating and air business was also approved. This property has a history of automotive-related businesses, and the proposed use is consistent with surrounding uses. The planning commission unanimously approved the concept plan with conditions. Finally, a consent agenda item approved the annexation and rezoning of property at 2916 Mississippi Avenue to residential single-family RS10, and property at 538 Bluebird Lane to GB general business, along with an ordinance amending storm water management regulations. All consent agenda items were approved unanimously.
City Council Advances Affordable Housing Development with Economic Incentives
The City Council unanimously approved the first reading of an ordinance authorizing economic development incentives for Homesite SC at Kershaw Street and Richland Avenue East. This project involves residential development, with new construction listed at approximately $300,000 per unit. Councilwoman Diggs moved for approval, seconded by Councilwoman Brol. Council members praised the project for building quality, affordable homes for first-time homeowners and working people, noting it aligns with a vision for the area. Councilwoman expressed that the project is a dream of Bill McGee and thanked the team for their efforts.
