Grovetown Honors Employee of the Month, Vietnam Veteran, and Youth Community Service
The council meeting included recognitions for Employee of the Month (Trent Alameda), Vietnam Veteran Major Thomas McFarland, and the Girl Scout Troop 20154 for their participation in a citywide cleanup event. Mayor Pro Tem Eric Blair presented Trent Alameda with a plaque and gift card, acknowledging his outstanding work ethic and positive attitude. Major McFarland was honored for his distinguished military career, receiving numerous awards and commendations, and his subsequent 17 years teaching JROTC and serving as a volunteer firefighter and fire chief. The Girl Scouts were recognized for their diligent efforts in cleaning up the city.
Utility Services Report Shows Strong Performance in Water, Stormwater, and Wastewater Management
The Utility Services report detailed the activities of the water, stormwater, and wastewater departments for April. The water department completed numerous service orders, repaired leaks, and installed/replaced meters. The stormwater department managed retention ponds and assisted other departments. The wastewater treatment plant discharged millions of gallons of treated water and maintained high equipment availability. The EPD performed an inspection of the wastewater system with positive comments. The report also congratulated Keith Lyons and his team for passing their EV inspection at the sewer plant.
Grovetown Police and Fire Departments Report on April Activities, Highlighting Community Service and Officer Dedication
Councilmember Richard Bowman provided an overview of the Police Department's activities for April, including call volume, arrests, CID case updates, and K-9 unit deployment. Highlights included assistance to Richmond County, participation in a DEA drug take-back event (collecting 106.3 pounds of drugs), acquisition of a drone, and participation in a Human Trafficking and Gang Awareness initiative. National Police Week was recognized, honoring officers for their service and sacrifice. The Fire and Rescue Department responded to 35 fires and 64 EMS calls in April. The fire marshal conducted inspections and business contacts. Training included pump operations, hose deployment, and aerial apparatus. Station two renovations were completed, and preparations for an ISO inspection are underway, with the department aiming for an ISO-rated one status. They also toured the new Wellstar Hospital for pre-incident planning. The department is expecting a new engine next month.
Grovetown Council Approves Annexation and Rezoning for Chamberlain Road Properties
The City Council considered and approved the first reading of an ordinance to annex 4.25 acres at 769 Chamberlain Road, parcel number 062023, from Residential Agricultural (RA) with Columbia County zoning to RC1 Residential. This was followed by the approval of ordinances to annex properties at 759 Chamberlain Road (6.36 acres, parcel 062023 Delta) and 0 Chamberlain Road (6.37 acres, parcel 062023 Charlie), and to rezone these parcels, along with 769 Chamberlain Road, from RA to RC1 Residential. The council also approved ordinances for rezoning 759 Chamberlain Road (parcel 062023 Delta) and 0 Chamberlain Road (parcel 062023 Charlie) from RA to RC1 Residential. Discussions included concerns about traffic, density, stormwater runoff, and the conceptual nature of development plans. It was clarified that Chamberlain Road is a county-maintained road and that any new development must adhere to strict stormwater runoff regulations, ensuring post-development conditions do not exceed pre-development levels. The fire code standards for cul-de-sacs were confirmed to be a minimum of 50-foot radius, and developers must comply with this requirement.
Grovetown City Council Approves Contract with Tyler Technologies for Processing Fees
The City Council approved the recommendation for the city to enter into a contract with Tyler Technologies for processing fees. These fees include $1.95 for e-check users and 3.95% with a $2.50 minimum for debit and credit card users. This change aims to pass the cost of credit card processing onto the users, excluding the court system, and is projected to save the city approximately $167,000 annually in the water and sewer fund alone. The transition is expected to take approximately three months, with effects anticipated by mid-August.
