LGI Homes Acquires Marvia Estates, Promising Completion After Decade-Long Stalled Development
LGI Homes announced the completion of its acquisition of the Marvia Estates project on the east side of 7th Avenue. This project, originally approved in 1998, began development in the early 2000s but was halted during the housing crisis. A subsequent developer completed 46 homes around 2014-2016 but then abandoned the project, leaving homeowners in an incomplete development with a public nuisance clubhouse for a decade. LGI Homes plans to complete the community and deliver on the original vision. They anticipate a February 2027 grand opening and highlighted their success with the Esplanade project, which was a finalist for a National Community of the Year award.
City Approves Solid Waste Rate Adjustment Amidst Concerns Over Service Quality and Contamination
The council considered the Sixth Amendment to the CRR Solid Waste Franchise Agreement, which includes the annual solid waste rate adjustment for fiscal year 26-27. The agreement, initially executed in 2005 and amended periodically, governs waste collection services. The current adjustment methodology, approved under the Fourth Amendment, allows annual rate adjustments based on inflation (CPI) and disposal costs. For 26-27, the service component increases by 2.94% (CPI), and Riverside County landfill fees increase by 3.28%. This results in a $1.27 monthly increase for a typical residential household with three 96-gallon carts, bringing the total to $34.19. The Sixth Amendment continues this methodology through July 1st, 2031, with a cap of 15% on any annual adjustment. CRR provided Prop 218 notices, and no formal protests were received, allowing the council to proceed. Public comments raised concerns about CRR potentially mixing recyclables and organics, and issues with missed trash pickups. CRR addressed these concerns, emphasizing driver training and the regulatory requirement for audits to prevent contamination.
Revised Drainage Plan Line E Alignment Approved to Accommodate Regional Infrastructure and Development
The council reviewed a proposed revision to the San Jacinto Valley Master Drainage Plan, specifically focusing on 'Line E'. The original Line E alignment, established in the 1980s and revised in the early 2010s, is now considered outdated and potentially incompatible with existing regional infrastructure. The revision aims to create a more implementable and constructible alignment that avoids conflicts with critical facilities such as the Eastern Municipal Water District's recharge facility and lift station, Metropolitan Water District's aqueducts, and existing levees. The proposed changes are expected to shorten the overall project length, reduce environmental impacts, and better serve future development interests in the area. Staff recommended approval of the revised alignment and directed staff to update the Master Drainage Plan accordingly, determining that no supplemental environmental review is required.
