North Penn School Board Meeting Opens with Construction Updates and Transition to New Meeting Platform
The meeting began with a call to order and a review of the July 2026 North Penn News update, which detailed ongoing construction at North Penn High School, including window replacements, wall demolition, and new additions, as well as the installation of the transportation center's steel framework. The update also mentioned preparations at Oak Park Elementary for modular classrooms and highlighted the district's community education programs and summer hiring efforts. The transition to a new platform called Keystone Agenda for board meetings was noted, replacing Board Docs. Changes included the removal of a timer feature, necessitating the use of an older timer system with visual cues for speakers. North Penn School District Approves May Financials and Tax Adjustments
The board reviewed and approved various financial reports and items, including the May treasurer's report, which showed cash receipts of $8.5 million and disbursements of $28.8 million, resulting in approximately $143 million in total funds. The board also approved invoices for May and June, covering all funds, enterprise funds, and budget transfers. Additionally, they approved a stipulation for a school district appeal regarding a property at 940 foot road, which will result in a tax recoupment for the district of approximately $46,370. They also approved a taxpayer assessment appeal for a property at 277 to call Pike, resulting in a refund of $34,609.50 to the taxpayer, leaving the district $11,000 ahead overall for that specific item. The board also approved the 2026-27 physical education supplies at $5,650.96.
Pennsylvania Budget and School Code Updates Highlight Increased Funding and Policy Changes
The legislative committee did not meet, but updates were provided on the Pennsylvania 2026-27 budget and school code, signed by Governor Shapiro on July 12th. This budget includes record funding for K-12 education, with specific allocations for adequacy and tax equity supplements, basic education, special education, career and technical education, school infrastructure improvements, and school safety/mental health initiatives. The school code component includes policy changes related to prek requirements, CTE pathways, financial literacy, school facilities reporting, lead remediation, bullying/suicide prevention, daily recess minimums for elementary students, and education certification flexibility. A separate proposal for a statewide student cell phone policy did not pass before the legislative recess, although the House passed legislation prohibiting student cell phone use starting in the 2027-28 school year.
