Norwich Officially Designates June as Juneteenth Municipal Holiday
The Norwich City Council recognized the month of June as Juneteenth and officially declared it a municipal holiday. The proclamation highlighted the historical significance of Juneteenth, tracing its origins to the end of slavery in the United States and noting key milestones such as the first Norwich celebration in 1989, the forging of the Norwich Freedom Well in 2012, its designation as a federal holiday in 2021, a state holiday in 2022, and finally, a municipal holiday on June 3rd, 2024. The proclamation also acknowledged Norwich resident Boston Ben as the creator of the Juneteenth flag.
Norwich Council Approves Adjustments to Education Funding and Establishes Economic Development Contingency Fund
The City Council passed Resolution Number Two, which adjusts education funding and other general fund expenditures for the 2026-27 fiscal year. The resolution includes an economic development contingency account of $330,000. Council members noted that this could serve as a fourth tranche of private sector support, following previous downtown bond programs and American Rescue Plan dollars. The realignment of funds was supported, with the CIF funding also considered a potential fourth tranche. A significant portion of the funding, $483,189, is being recaptured from the Norwich Public Schools budget due to the one-time educational supplemental grant, allowing reallocation to other city goals.

During citizen comment, Barl Fishbone discussed the 'Leaping Wells Geometry Bridge' and its historical significance as an early example of structural bridges in Norwich, noting it was a missing link in the 'American Timber Bridge' story. This bridge, later called Laurel Hill Bridge, was a truss bridge built in the mid-18th century, spanning the Shiucket River, and was 124 ft long. Fishbone also mentioned that bridge building, often taught starting in kindergarten, is part of a challenge that could be introduced in Norwich schools. Additionally, Fishbone shared a list of 29 other 'Norwich' locations worldwide.
