New Community Development Coordinator Introduced

Inquiry into New Haven Workers Performing Private Concrete Work in Woodburn
A resident raised concerns about New Haven town workers performing concrete work at a private house in Woodburn. It was later clarified by the Director of Community Development and Chief Krueger that the work was for a concrete pad for a New Haven canine officer's dog, funded by the Canine Foundation, with city contributions covering the labor. While the explanation was provided, the resident expressed continued concern about taxpayer money being used for work at a private residence, even if indirectly.
Clarification on Sidewalk Improvement Funding Amidst Neighborhood Concerns
A resident questioned the funding source for recent sidewalk improvements in front of Rack and Helen's, asking if it was taxpayer-funded or paid for by the business. It was explained that part of the funding likely came from the Community Crossings program, and potentially from the downtown TIF (Tax Increment Financing) district, which is funded by property taxes from businesses and homes within that area, not general public property taxes. This clarification was made in response to a comparison with the state of sidewalks in the resident's neighborhood, which are in disrepair and require replacement before additional projects.
Traffic Concerns Raised Regarding US 30 Intersection and Local Road Speeding
During public comment, concerns were raised about traffic flow and safety at the intersection of Lincoln Highway and US 30. It was noted that this is a state highway, requiring coordination with NDOT for any improvements. Conceptual plans, including a proposed roundabout to improve traffic flow, have been presented to NDOT. Additionally, increased traffic and speeding on Hartzall and other north-south roads were reported, particularly since recent intersection changes. The police department is aware of increased semi-traffic on Molo Road and will step up enforcement in that area. A suggestion was made to place a visible patrol car near a cemetery to deter speeding.
New Haven Pursues Opportunity Zone 2.0 Designation to Attract Private Investment
The council received a presentation on Opportunity Zone 2.0 nominations. This federal program, established under the Tax Cut and Jobs Act of 2017, offers tax incentives to investors in designated low-income census tracts to encourage long-term private investment in areas like housing, business expansion, redevelopment, and job creation. New Haven submitted an application on July 15th, aiming to leverage this program as an economic development tool, particularly for underutilized properties and areas facing financing barriers. The proposed census tract is strategically located with existing infrastructure and transportation access, complementing other city economic development tools. The state will review nominations by mid-September, with federal decisions expected by the end of the year.
