Resident Raises Concerns Over Walmart Store Safety and Compliance Issues
During public comments, Kyle Moring, a resident of Mount Vernon, Texas, presented concerns regarding repeated failures and alleged safety issues at Walmart store #131 in Mount Pleasant. He cited instances of refrigeration failures, potential asbestos violations during a roof demolition and remodel, and alleged improper handling of building permits and inspections. Moring called for an independent multi-department investigation, permanent inspection records, and answers on the record. He referenced a federal whistleblower investigation and stated that the issues he raised a year ago are now government records. Councilwoman Corbel and other elected officials were addressed regarding their silence on the evidence presented.
Library Receives Third Consecutive Grant for Collection Expansion
The council considered and approved Ordinance 2026-18, a budget amendment for a \$2,500 grant received by the library. This marks the third consecutive year the library has received this grant. The funds will be used to expand the library's collection, specifically focusing on juvenile fiction and non-fiction for this cycle. The library director's success in securing grants was noted and appreciated by the council.
City Council Reviews June Financials and Q2 Investment Report
The council reviewed the monthly financial report for June 2026, indicating the third quarter of the fiscal year. The general fund has a year-to-date actual of \$13,420,000 against a budget of \$15,874,000, at 84.5% of the budget, compared to 76% at the same time last year. Property tax collections reached 95%, meeting the target. Sales tax for June showed a positive year-to-date result of 8.54%, a nearly \$400,000 increase from the previous year. General fund expenditures are under budget year-to-date at 71.2%. The utility fund is on target at 75% of its \$20.4 million budget, with expenditures slightly higher than last year at 76.9%. July's sales tax numbers are also positive. The quarterly investment report for the quarter ending June 30th, 2026, showed positive interest rates on pooled accounts, with the Texas Pool at 3.62-3.66%, Lodged Product at 3.75-3.77%, and Texas Range at 3.64-3.65%. \$2 million was invested for the EDC. The city's investment balance is \$52.6 million after debt service payments.
