County Express Food Mart CUP Approved with Conditions
The Council considered a request for a conditional use permit (CUP) for County Express Food Mart to remodel and expand their convenience store at 816 North Milan Street, adding approximately 450 square feet and two fuel pumps. The Planning and Zoning Commission (P&Z) recommended approval with conditions by a 7-0 vote. Conditions included reducing the number of pumps from three to two, lowering or turning off canopy backlighting, disabling pump audio advertisements, and restricting hours of operation to 6 a.m. to 10 p.m. The applicant agreed to these conditions. Concerns were raised by a resident regarding potential environmental hazards from underground tanks and increased traffic/parking issues. Staff assured that all local and state environmental requirements would be met during the administrative review. The Council approved the CUP with the stipulated conditions.
Flood Recovery Efforts Underway Following Significant Rainfall
Sean, the communication director, provided an update on the recent flood event and recovery efforts. The Emergency Operations Center (EOC) was activated, coordinating responses to significant flooding that impacted roads, bridges, infrastructure, and private property. First responders conducted over 30 rescues, including six air evacuations, during the event. Notably, there were no reported fatalities or injuries in Gillespie County. City Hall was closed on Thursday, but most operations have returned to normal. Damage assessments are underway, with significant infrastructure damage reported, including a washed-out bridge on Old San Antonio Road. Residents with property damage are urged to complete the Texas Division of Emergency Management's damage assessment survey, and the Texas Hill Country Flood Relief Fund has been established for donations.
Council to Hold Joint Meeting with P&Z on CBD Permitting
The Council discussed potential text amendments to the zoning ordinance regarding permitting and conditional use permits (CUPs) within the Central Business District (CBD). The discussion centered on whether to require CUPs for businesses permitted by right in the CBD, along with supplementary regulations. Staff presented three options: direct staff to prepare amendments, take the issue to the Planning and Zoning Commission (P&Z) first, or wait for the broader Unified Development Code (UDC) process. Council members expressed a preference for a joint meeting with the P&Z to discuss the matter further before formal action, given the P&Z's involvement in similar past initiatives like 'no chains on Main.' A motion passed to direct staff to set up this joint meeting.
Economic Update Shows Strong Sales Tax, Building Permits; Real Estate and Job Growth Slowing
Tim Blindberg, Economic Development, presented a quarterly economic update. Sales tax collections for May showed the city up 9.21% and the county up 8.87%. Year-to-date, the city is up 3.38% and the county up 3.26%. Building permits remain strong, with significant increases in both residential and commercial permits compared to the previous year, though not yet surpassing the record year of 2024. Real estate sales transactions are down compared to the record year of 2021, but dollar values are up. Average home sale prices in the city are at their lowest since 2020. Lodging revenues were up 3% countywide for Q1, and visitor center attendance was up 2% for the quarter and 6% year-to-date. Job growth averaged 340 jobs per year over the last five years, though recent growth has slowed. Unemployment rates remain low compared to surrounding counties and the state average. Winery G permits have seen a net gain of five in the first half of the year, with ten new tasting rooms added within city limits in the last 18 months. Apartment occupancy remains high at around 95%, and new apartment projects are expected to help moderate rent increases.
Street Closure Approved for Makers Market Event
The Council approved the street closure request for the "two warehouse rural makers market event" on South Lincoln Street. The event is requested for November 21st and 22nd, 2026, with an overnight Saturday closure. The event aims to support local vendors and bring community activity. The organizers highlighted the success of a previous market in May, estimating 4,000 attendees. They will use a third-party traffic control company and budget for overnight security. The initial motion was to approve the dates as written, and the motion carried as amended to reflect the specified dates.
